- Capability Statement THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, AND THE PHILADELPHIA DISTRICT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about January 15, 2012. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. In accordance with DFARS Part 236, the cost of these Design Build projects is between $10,000,000 and $25,000,000 with an expected duration of 270 days period of performance after award of the contract or Notice to Proceed. The United States Army Corps of Engineers has a requirement to construct the following projects located at Camp Marmal, Mazar-E-Sharif, Afghanistan: 1) Groundwater Well Pumping Storage & Disinfection Facility. The project consists of constructing a groundwater well, pumping and storage facility to serve a population of 4,000 PAX for the SW Expansion area. 2) Life Support Area (LSA). The project consists of construction of all site prep (including grading/compaction and spreading gravel for the area), as well as concrete pads to support the billeting and life support requirements for a minimum of 1000 PAX. 3) SW Expansion Roads. The project consists of construction of a road network throughout the Southwest Expansion area of Camp Marmal to accommodate troop movement and support LSA facilities. 4) Sterile Freight Yard. The project consists of all site prep (including grading/compaction and spreading gravel for the area) and concrete travel way. Supporting facilities include electrical service, site improvement, site lighting, and fencing. 5) Redistribution Property Assistance Team (RPAT) Yard. The project consists of all site prep, three SEA Huts as well as concrete pads to support the RPAT maintenance facilities. Supporting facilities include electrical service, site improvement, information systems, site lighting and fencing. 6) Dining Facility (DFAC). The project consists of constructing a dining facility to support the personnel required to operate the Northern Distribution Network hub and the rest of the Southwest Expansion area at Camp Marmal, to include a kitchen, seating area, storage area, electrical distribution, water storage tanks, water supply facility and sewage piping, grease trap pre-treatment and sewage holding tanks. 7) Flight Line Fire Station. The project consists of constructing a 1020 square meter pre-engineered metal building to serve as the Flight Line Fire Station. Work includes site preparation, interior and exterior plumbing, HVAC, electrical/lighting, drywall, communication lines, installation of roll-up doors capable of accommodating fire engines and all necessary work to produce a complete and useable facility. Response Requirements: Complete and return the attached file titled "Capabilities Statement". Capabilities Statement must be received prior to the time and date listed on the document. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). It does not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
