Description
The United States Secret Service (USSS) has been pursuing an initiative named Information Integration and Transformation (IIT) Program which consists of Infrastructure Modernization, Database Architecture/Maintenance and Cyber Security elements. A Request For Information (RFI) and several notices have been posted on this Government site to request information from interested parties and to notify the public of the Government's intent to conduct this acquisition as open market acquisition with public notices posted to this Governmentwide Point of Entry (GPE) known as FedBizOpps. The purpose of this special notice is to inform interested parties that as a result of program improvements over the past two years since release of the RFI, a number of changes in the program structure and strategy have resulted. While modernization plans remain essentially unchanged, the baseline of the current infrastructure has been improved from that described in past FedBizOpps notifications. These improvements resulted from a comprehensive two-year stabilization program that implements the latest versions of database management system software and provides form/fit/function equipment replacement in six technology refresh areas; Servers, Network, Storage, Database, Cyber Security & Back-up. These improvements provide the current stabilized infrastructure which has resulted in reduced risk of catastrophic failure, augmented disaster recovery, and implemented database failover capability. The stabilized infrastructure has significantly improved the performance of the network and associated systems. Additionally, plans for other improvements to the Database Architecture and Maintenance requirements are being finalized. However, the ultimate objective of a modernized hierarchical, converged network with a scalable database architecture that supports mission critical applications and data analysis at the strategic and tactical levels remains to be developed. Further, the Government is currently preparing a solicitation that will be released under GSA's Alliant Government-wide Acquisition Contract (GWAC) for this acquisition. It is anticipated that a Solicitation will be issued in the first or second quarter of fiscal year 2012. The USSS is aware that there is considerable interest within industry to assist the USSS in meeting its anticipated needs under this planned acquisition. Interested parties are therefore advised to investigate opportunities available under the Alliant GWAC at their first opportunity. While GSA has stated that "The Alliant contract is no longer open to new prime contractors", GSA has also stated that subcontracting opportunities continue to exist for qualified parties.
