Description
ESC/HGGI, 4225 Logistics Ave, Wright Patterson AFB, OH intends to purchase consolidated services for software maintenance, sustainment and surveillance support for the Inventory Tracking System (ITS) G337, a component of the Depot Maintenance Systems Integration (DMSI), and the Aircraft Maintenance Production/Compression Report System (AMREP) A030D, a system of the Depot Maintenance Legacy System (DMLS.) The one (1) consolidated contract will include the services described above, as well as support the migration to the Expeditionary Combat Support System (ECSS). This will be a Full and Open Competition resulting in a Firm Fixed Price (FFP) and Cost Reimbursement (CR) type contract utilizing FAR Part 15, "Contract by Negotiation," and its associated supplements and Best Value evaluation criteria. This acquisition will result in a single contract award with a base period and event driven option CLINs. This pre-solicitation notice is issued for information and planning purposes only and does not constitute a solicitation, nor shall it be construed as an obligation on the part of the Government to acquire any products or services. Responses to this pre-solicitation notice shall not be returned. Note that all prospective Contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a Department of Defense (DoD) contract. Potential Offerors should monitor HERBB and/or the Government Point of Entry (GPE) Federal Business Opportunities for future information exchanges and the anticipated RFP. Foreign participation will not be permitted at the prime Contractor level due to limitations to security access and limitations due to reciprocal procurement agreements with foreign governments. The anticipated Period of Performance from the contract award date, estimated for 30 April 2012, is five years (60 months) to include a transition period and all options. The place of performance will be at a Government facility at 4170 Hebble Creek Road, Bldg. 280, Wright-Patterson AFB, OH. The Government will provide 5 permanent workstations at WPAFB for the Contractors directly supporting the projects/programs.
