- Description
- This contract provides for the operation and maintenance of the OSV BOLD, which is owned by the Environmental Protection Agency (EPA). The Contractor provides qualified ship officers and crew, operational and technical support (ashore and afloat), equipment, tools, provisions and supplies, to operate, maintain and repair the vessel. This contract includes a six-month firm period (10 November 2011 through 9 May 2012; 182 days total). This contract is a bridge contract between the previous contract and the resulting contract from the follow-on solicitation (N00033-12-R-2501). The follow-on solicitation is in the acquisition planning stage, and it is anticipated that this procurement will be awarded in 6 to 12 months. Ship turnover will also take roughly 45 days. This bridge contract is necessary to provide enough time for the follow-on solicitation to be awarded. This contract also includes FAR 52.217-8 (OPTION TO EXTEND SERVICES), which will allow the Government to require continued performance for a period of up to six months (10 May 2012 through 9 November 2012; 184 days total), if required. The need to enter into a bridge contract resulted from the cancellation of solicitation N00033-10-R-2501. This solicitation was conducted as a small business set-aside. A new solicitation (N00033-12-R-2501) utilizing full and open competition has begun and is in the acquisition planning stage. The period of performance under the previous contract, N00033-11-C-2502, ran through 9 November 2011. Since the contracting officer canceled solicitation N00033-10-R-2501, and the new follow-on solicitation (N00033-12-R-2501) is expected to be awarded in approximately 6-12 months, a sole source bridge contract was awarded to the incumbent contractor, Seaward Services. A bridge contract was the only available method to ensure continuous service, as the 52.217-8 extension under the previous contract had already been utilized. The Government has a critical need for the continuation of services currently being provided by Seaward Services under contract N00033-11-C-2502. The inability to operate the EPA vessel would prevent the agency from meeting the mission critical needs that the OSV BOLD provides. The agency would not be able to meet the directives of the President's July 19, 2010 Executive Order establishing a new National Policy for the Stewardship of the Oceans, Coasts, and Great Lakes. The OSV BOLD also supports two statutory mandates, The Clean Water Act (CWA) and The Marine Protection, Research, and Sanctuaries Act (MPRSA), as well as numerous other initiatives and agency priorities.
