- General Services Administration (GSA), Public Buildings Service (PBS) is requesting Appraisal Services in order to support the site acquisition for the U.S. Department of State, Bureau of Diplomatic Security (DS) Foreign Affairs Security Training Center (FASTC) project. Background: As a federal agency engaged in real estate transactions, the General Services Administration (GSA) acquires real property for federal projects. GSA intends to issue a solicitation for Appraisal Services that will be needed in order to support the proposed site acquisition for the U.S. Department of State, Bureau of Diplomatic Security (DS) Foreign Affairs Security Training Center (FASTC). The site to be appraised is located in Nottoway County, Virginia. The associated North American Industrial Classification System (NAICS) code for this procurement is 531320, Office of Real Estate Appraisers, and the small business size standard is $2 million. This synopsis constitutes the Pre-Invitation Notice. The Government will evaluate a quote for award purposes by adding the total price for the base requirement and the total price of the options. Evaluation of the options will not obligate the Government to exercise of the option. The firm must provide a separate proposal for the base requirement and for each option to be eligible for award. All work covered by the base requirement is to be completed within 60 calendar days of the contractor's receipt of the Notice to Proceed. The time for completion of each of the option requirements is 45 calendar days per option. The Government reserves the unilateral right to exercise the options for additional work. If the Government chooses to exercise the option, a revised contract date will be established. Award of a firm fixed price purchase order will be made to the responsible small business firm whose quote is the lowest total evaluated price for the base and all options, and is in compliance with the Request for Quotation (RFQ). All interested parties should be aware that they will need to fulfill the following requirements in order to view the full Request for Quotation (RFQ): 1) Complete the "Conditions for Contractor Receipt of GSA Sensitive Information" form located within the RFQ package and ensure that the firm's DUNS number is provided on the form; 2) E nsure the firm's registration in the Central Contractor Registration (CCR) database is active and valid; 3) Submit an "Explicit Access" request on the FedBizOpps website for the secure package; and lastly; 4) Firms are advised of the sensitive nature of this information and should clearly understand their responsibilities as outlined in the "Conditions for Contract Receipt of GSA Sensitive Information". Submit the completed form via email to jacqueline.desimone@gsa.gov. THIS IS A 100% SMALL BUSINESS SET-ASIDE.
