Description
DLA Distribution Richmond VA has identified a continued need for distribution and warehousing services which will be advertised under solicitation SP3300-12-R-5011. DLA Distribution Richmond, VA is collocated with DLA Aviation, DLA Disposition Services, DLA Documentation Services, DLA Office of Operations Research and Resource Analysis, and DLA Distribution Mapping Activity in a complex known as Defense Supply Center Richmond. The scope of this requirement includes all management, personnel, and supervision, in addition to materiel, tools, equipment, transportation and any other items and services not government furnished to meet the requirements of the Performance Work Statement (PWS). The primary mission of DLA Distribution Richmond VA is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, stock selection, issue processing, packing, shipping, and distribution of repair parts/secondary items of predominantly Hazardous Material in support of on-base and worldwide customers. DLA Distribution Richmond VA, designated as the Hazardous Center of Excellence, is the primary DLA Distribution Center for compliant cradle-to-grave hazardous materials support. DLA Distribution is responsible for receipt, store, issue, and disposal of all hazard classes, excluding radioactive, in accordance with all local, state, federal and international regulations governing hazardous materials. DLA Distribution Richmond is also the primary DLA compressed gas cylinders containing Ozone Depleting Substances (ODS) and has the Department of Defense (DoD) assigned responsibility for maintaining the Defense Reserve of ODS. DLA Distribution Richmond, VA has a large compressed gas cylinder refurbishment operation that is tied to the ODS operation. The ODS reclamation and cylinder refurbishment functions are not included in the scope of these requirements although the Contractor shall support these functions by performing receipt, storage and issue of compressed gas cylinders containing ODS. The estimated period of performance (PoP) dates for this requirement are shown below and consist of a one year base period and four one year option periods. PoP Dates Base Year* 1 January 2013 through 31 December 2013 Option Year 1 1 January 2014 through 31 December 2014 Option Year 2 1 January 2015 through 31 December 2015 Option Year 3 1 January 2016 through 31 December 2016 Option Year 4 1 January 2017 through 31 December 2017 *includes 90 day phase-in This acquisition is set-aside 100% for Small Business concerns, providing for full and open competition after the exclusion of sources under FAR Part 15, Contracting by Negotiation. Contract award will be made on the basis of competition limited to small business firms. It is anticipated that contract award will be made on or around December 2012. The NAICS code and Size Standard are 493110 and $25.5 million, respectively. All documents related to this notice will be posted to the Federal Business Opportunities website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations. The tentative timeframe for issuance of the Request for Proposal (RFP) for the above stated requirement is on or around the week of December 19, 2011. A pre-proposal/site visit will be conducted. The exact date and time for the pre-proposal/site visit will be stated in the solicitation package.
