Description
NOTICE OF INTENT: The Department of Energy (DOE), Office of Advanced Research Projects Agency (ARPA-E) has a requirement for the purchase and installation of energy-efficient, environmentally friendly, and functional office furniture and systems to accommodate approximately 150 employees and support contractors.The contractor will provide office furniture and energy-saving technologies integrated into office furniture, all of which will be installed in ARPA-E?s new office space on the 8th floor of 950 L?Enfant Plaza SW, Washington, DC. ARPA-E is seeking to establish a showcase for energy-efficient technologies. ARPA-E?s statutory mission includes ?reductions of energy-related emissions? and ?improvement in the energy efficiency of all economic sectors.? It is ARPA-E?s ambition to establish a high-water mark in energy savings for other Federal agencies to emulate, much as the Green Building Council established a showcase for private sector firms to emulate. The desired furniture incorporates energy-saving technology that will reduce ARPA-E?s overall energy usage. Some of the furniture under this action may not include the energy saving technologies, but is included in this procurement to ensure aesthetic and dimensional compatibility and uniformity with the office furniture incorporated energy savings technologies The Government intends to compete this requirement only among Herman Miller, Inc. distributors. The period of performance will be four (4) months.Herman Miller is unique in its ability to provide certain energy saving technologies that will enable ARPA-E to further its statutory mission and create a showcase for energy-efficient technologies. Herman Miller is the exclusive source for ?Energy Manager,? a device added to Herman Miller systems furniture to improve its performance by saving energy. Energy Manager controls two of the four circuits of power in a cluster of workstations. When a person sits down to work, an occupancy sensor detects their presence and turns on the devices in the cluster plugged into those two circuits-task lights, printers, monitors, chargers, etc. When the cluster in unoccupied, the devices automatically turn off. Herman Miller?s Energy Manager Technology will enable ARPA-E to further statutory mission and will help ARPA-E to realize its ambition to create a showcase for energy-efficient technogies. In accordance with FAR Subpart 8.405-6, this action is a limited source competition seeking energy-saving technology particular to one manufacturer. It is conducted under the authority of the Multiple-Award Schedule Program. The use of brand name descriptions in this acquisition is necessary for ARPA-E?s requirements, as there are no other manufacturers of like technology. This is a notice of intent and no solicitation is available for this requirement.Interested parties may submit capability statements and rationale by _December 9, 2011 at 11:00am via e-mail to annette.brown@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work.A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
