THIS IS A REQUEST FOR INFORMATION ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. This presolicitation Request for Information (RFI) notice (SMC-12-003-R) is a revision to presolicitation number SMC 12-003 released on 17 Oct 2011 which was deleted from FedBizOpps.gov in its entirety. SMC-12-003 is attached to this notice for reference purposes but is no longer an active notice on FedBizOpps.gov. All subsequent presolicitation announcements regarding Protected MILSATCOM will be posted to this notice, SMC-12-003-R. Space and Missile Systems Center, Military Satellite Communications (MILSATCOM) Systems Directorate plans to release a draft solicitation for the study and demonstration of affordable design concepts. The study/demonstration will consist of three phases: Phase I: Design Concept Development and Demonstration; Phase II (Optional): Design Concept Validation, and Phase III (Optional): Interoperability Demonstration. The draft solicitation is expected to be released on or about 14 Nov 2011. Participation by small and small disadvantaged businesses is encouraged. The North American Industry Classification System (NAICS) code for this effort is 517410. The small business size standard is $15 Million. The briefing slides for those unable to attend the Industry Day general session held on 28 Oct 2011 are attached below.
