- NASA/MSFC plans to issue a Invitation for Bids (IFB) PROJECT TITLE: East TestArea Industrial Water Distribution SystemPROJECT DESCRIPTION: Provide the labor, equipment, and materials to construct areplacement High Pressure (nominally 150 psig) Industrial Water System for the NASAMarshall Space Center in the East Test Area. This will replace the existing 30 inchsteel distribution main and branches to various test stands and test facilities. Included in the project is a new ETA Pump Station with electric variable frequency drivepumps rated at 600 hp.A new elevated 150,000 gallon water tank will also be required. The majority of the piping will be high density Polyethylene (HDPE) with minor portionsof the system being ductile iron mainly to tie into existing systems.This contract effort covers the purchase, fabrication, installation, and checkout of thepump station, piping, electrical, and associated controls. The project includeselectrical, mechanical, civil, and architectural disciplines.The order of magnitude for the procurement is over $10,000,000 and the effort shall becompleted within 540 calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, andPhone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration ataward time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR)of 1.0 or less and proof included within the bid package. The prime subcontractors EMRrating shall be no more than 1.1. Requests for IFB packages will not be accepted lessthan 10 days prior to bid opening. Award of this project is contingent upon the availability of funds.The NAICS Code and small business size standard for this procurement are 237110 and33.5M, respectively.This procurement is full and open competition. The anticipated release date of the IFB is on or about November 25, 2011 with ananticipated offer closing date of on or about December 29, 2011.The firm date for receipt of bids or proposals will be stated in the IFB.
