Description

The VISN 2 Network Contracting Office intends to negotiate a sole source contract with Simplex Grinnell, LP - 6850 Main Street Suite 3, Williamsville, NY 14221-5962. The procurement involves preventative maintenance, testing, predictive maintenance, component replacement and emergency service of Simplex Grinnell equipment already installed in the facility located at VAMC Buffalo � 3495 Bailey Avenue, Buffalo, NY 14215. The requirement directs the contractor to furnish all necessary labor, material and equipment to test, inspect and service/maintain, and provide any licensed proprietary software, software upgrades and proprietary passwords related to the fire alarm system currently installed at VAMC Buffalo. The inspection, testing and maintenance of the Simplex Grinnell fire alarm system will be in accordance with the latest edition of NFPA 72 �National Fire Alarm Code, � Chapter 7 � �Inspection, testing and maintenance. � The resulting contract will be firm fixed price. The NAICS is 561621 with a size standard of $12.5m. Negotiation is being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 p.m. EST on November 8, 2011. Such capabilities and qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to the email address shown below with solicitation number referenced in the subject line. The Government will not be responsible for any cost incurred in proposal preparation. All responsible sources may submit a proposal, which will be considered by the agency. The VISN 2 Network Contracting Office intends to award a sole source contract (5) business days after publication of this notice.
