- This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. This sources sought for information seeks to obtain industry concepts, capability and market information to gain knowledge of potentially small business (sb), 8 (a), small disadvantage business (sdb), woman owned business, service-disabled veteran owned small business (sdvosb) or hubzone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAIC) code 511210 who can provide on-line legislative tracking and Congressional news Web Service. The information received will be used within the DLA Defense Contracting Services Office to facilitate the decision making process and will not be disclosed outside of the Agency. A decision will be made whether to issue the proposed solicitation as a competitive qualified small business. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for proposal preparation costs supporting submission of a response to this sources sought. Background The Defense Legislative Affairs analysts are responsible for providing support to Defense Logistics Agency (DLA) Leadership at Fort Belvoir, Virginia in dealings with Defense Committees and Members of Congress. The high visibility and criticality of this responsibility require access to the most immediate and up-to-date congressional information available. This information is used to prepare written responses to Congress, inform leadership of current Congressional interest or issues pertaining to DLA, prepare DLA witnesses to testify before congress, and track legislation. DLA Legislative Affairs is also responsible for maintaining liaison and relationships with members of Congress and their staff which require DLA Legislative Affairs staff stay informed on all congressional items of interest pertaining to DOD and DLA. The DLA is interest in receiving market information to provide DLA personnel to have access to the most comprehensive automated tools available which enable them to filter through extremely large volumes of information in short time frames and to provide comprehensive and real-time information which can be tailored to specific issues or items of interest to DLA as follows: - Comprehensive, real-time coverage of Capitol Hill in all areas of congressional interest. - Real-time hearing transcription on demand. In addition to covering all major congressional hearings, and will also cover and transcribe any hearing of interest to DLA upon request. - Real-time, customizable email alerts to enables subscribers to create email alerts using key words and phrases that will notify the user immediately when the key words or phrase appears in bills, committee reports, Congressional hearings, written testimony, news articles, etc. This capability is critical in providing Agency leadership the ability to react in real-time to potential legislation or issues impacting the mission. - Customizable chronologies of all actions taken on legislation from the time in introduction to signature into law. This is key a tool in providing the most up-to-date status available to leadership. - Unlimited, on-demand customer training at the user's workplace at no additional cost. - Provider for BudgetTracker, an online source which tracks the Federal appropriations process. - Automated bill comparison. The automated tool allows the user to compare two bills and highlights the differences. This is extremely helpful in comparing similar versions of House and Senate bills. - Most comprehensive committee coverage currently available. Responses to this sources sought shall include the name of the organization, point-of-contact, disclosure of small business status against NAICS 511210, corporate capabilities, and experience of potential key personnel as it relates to the following criteria: relevant experience with the technical topics addressed above. To assist the Government in the analysis of the marketplace, responses shall be submitted electronically to the point of contact listed below on or before November 17, 2011, 11:00 am Eastern Daylight Time. All respondents are require to complete the Central Contractor Registration (CCR) process to be considered eligible for any potential Department of Defense contracts. CCR registration information can be obtained at http://www.ccr.gov. Electronic responses are preferred. All responses shall be submitted to the Defense Logistics Agency, Attn: Constance House, 8725 John J. Kingman Road, Fort Belvoir, VA 22060, email address: constance.house@dla.mil. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/8(a)) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service.
