- DESCRIPTION: The VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with Proquest CSA LLC, 789 Eisenhower Pkwy, Ann Arbor, MI 48108-3218, under the authority of FAR 6.302-1. The contractor is an authorized dealer of the Proquest Hospital Collection Database. Only one responsible manufacturer is known for this procurement. This is notice of intent to award sole source under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Note - No award will be issued from responses to this notice. Response to this notice does not legally bind the government in any manner. Your concerns will be considered if you respond to this posting with a similar product/service. Sole Source procurement of Proquest Hospital Collection - a collection of 5 databases that allow access to over 3,000 6 months to 1 year old journals. Providing Medical Center-wide and remote access to three separate databases that comprise nearly 3,000 journals focusing on nursing and allied health, health care management, and general health and medical information. The database collection needs to be current and accessible by the Nebraska Western Iowa Health Care System clinical staff 24/7. The platform allows searching across all 5 or any particular combination of databases. The vendor will provide all sites of the Nebraska Western Iowa Health Care System network with access to a single online, web-based product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password (except for remote access). An unlimited number of simultaneous users are to have immediate access from any web-enabled computer within the Nebraska Western Iowa Health care System. If the vendor wishes to have a license agreement in addition to a VA Purchase Order, the license must be included in the response to this proposal and approved by VA contracting and legal. If the vendor does not require a license agreement and will accept the purchase order, then a statement to that must be included in the response to this proposal. There are no distributors or resellers of the software outside of Proquest CSA LLC that are capable of providing the service. All quotes received by 5:00 P.M. Central Time, November 9th, 2011, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
