- The Mission Contracting Office (MCO) - Fort Bragg, North Carolina, is conducting market research to determine the existence of interested sources capable of upgrading an existing Outside the Contiguous United States (OCONUS) M270 Multiple Launch Rocket System - Training (MLRS-T) system for utilization on the M142 High Mobility Artillery Rocket System (HIMARS) with a Universal Fire Control System in accordance with the Statement of Work (SOW). The SOW can be downloaded from the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. This is not a request for proposal, but instead a market research method to determine interested sources prior to issuing the solicitation. A period of performance of 8- months is anticipated. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community (to include 8(a), HUBZone, SDVOB, etc.), and obtain voluntary limited capability information of those interested sources. A determination on the method of competing this requirement has not been made. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. We are not requesting technical proposals. If you are an interested source, please provide the following voluntary information: 1) Company name and Point of Contact; 2) DUNS number and Cage Code; 3) Small Business Certification (to include 8(a), HUBZone, SDVOB, etc.) if applicable; and 4) A brief statement of Capability (no more than 3 pages) which demonstrates the ability to meet the requirements specified in the SOW to include any past performance information on Government contracts of similar size and scope. The NAICS code is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons), with a Size Standard of $27M. Electronic responses are preferred and hard copy documents are highly discouraged. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Capability Statements are due no later than 5:00 PM EST on Monday 14 Nov 2011.
