- This announcement constitutes a combined synopsis/solicitation and is the ONLY notice that will be issued. A hard copy of the solicitation is included in the attachment. This combined synopsis/solicitation will be posted to NECO (http://www.neco.navy.mil/). The RFQ number is N00244-12-T-0023 This solicitation documents and incorporated provisions and clauses in effect through FAC 2005-53 and DFARS. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions.
