Description
The Bureau of Reclamation intends to issue a solicitation to repair crakced weld of an elevated steel water storage tank located approximately 9 miles south of Farmington, New Mexico, on the Navajo Indian Reservation. General Requirements:Repair cracked weld of elevated steel water storage tank. Elevated tank is a four leg, double ellipsoidal water storage tank, used for irrigation. The leak is located at the bottom of the tanks shell, at the contact point with tanks 36" riser. Drawings will be provided upon request. The tank shell thickness is unknown and welded with a full penetration weld to riser. The location of the leak is also at approximately 149' from ground level. The elevated tank has a climbing ladder that will provide access to the interior of the tank. Interior of tank can be easily accessed with the ladder; access to exterior for repair is limited. Tank will be drained for repairs.REPAIR METHOD: Contractor shall remove the failed weld which is approximately 1.5' long, and replace with new full penetration weld. 60 series welding rod is acceptable. A visual inspection of the welds will be made by government personnel prior to acceptance of the welds. Contractor shall make repairs to damaged coatings. Interior coating is coal tar epoxy. Exterior coating is alkyd enamel. Contractor shall submit a repair procedure with their bid. Procedure shall include method of repairing the leak (repair from interior or exterior), how safety concerns will be addressed: including confined space issues/permit required confined space, how coatings will be repaired (near white blast followed by coating, match color on exterior, etc.) and an explanation by the contractor on his plan for accessing the location in need of repair. Bids that do not address all issues listed above or that are not properly addressed will not be accepted. SAFETY: All work shall comply with the requirements of the Reclamation Safety and Health Standards and applicable OSHA standards.After the successful bidder receives the contract, the contractor shall submit a formal JHA (job hazard analysis) identifying all safety hazards and how to mitigate them prior to starting any work and welding procedure for approval. A firm-fixed price contract will be awarded resulting from Request for Quotation No. R12PS45025 using procedures prescribed by FAR Part 12-Acquisition of Commercial items in conjunction with FAR Part 13 - Simplified Acquisition, to be posted on or before November 8, 2011.
