Beechcraft Pilot-in-Command ISSUANCE DATE: 10/28/2011 CLOSING DATE: 11/25/2011 SOLICITATION NUMBER: PSC-12-004-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. PLACE OF PERFORMANCE: Lima, Peru 9. JOB DESCRIPTION: See below US Personal Services Contract (PSC) US Department of State Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy Lima, Peru Narcotics Affairs Section (NAS) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Narcotics Affairs Section (NAS) at the US embassy Lima, Peru. The Pilot will be based at the NAS facility located in the Group 8 Peruvian Air Force Base, Jorge Chavez International Airport, Callao, Peru. The purpose of this personal services contract (PSC) is to provide a Beechcraft Pilot-in-Command (PIC) for the NAS Aviation Program in Peru. The Pilot will be responsible for the safe operation, flight planning, training, and record keeping for the Beech 1900D aircraft. Supervisory Control The Pilot will work under the authority and supervision of the NAS Senior Aviation Advisor or the Deputy Aviation Advisor, when applicable, and under the direct supervision of the NAS B1900D Senior Pilot and the NAS Fixed-Wing Aviation Advisor for all standardization and safety related matters. Duties and Responsibilities A. Pilot Responsibilities (50%) 1. Operate the Beech 1900D as PIC; fly to all NAS mission sites and other sites as directed by the Senior Aviation Advisor. 2. Pilot operational and training missions requiring the transport of personnel and cargo, both in and out of Peru. 3. Conduct mission-planning, weight, and balance calculations for each flight appropriately. 4. Maintain currency for Instrument Flight Rules (IFR), Visual Flight Rules (VFR), day, and night conditions, as required by all applicable directives. 5. Demonstrate the ability to meet or exceed the minimum acceptable standards of an aeronautical evaluation, given by an authorized instructor pilot, in both in-flight and ground-based tasks on a semi-annual basis. Immediately notify maintenance and appropriate Aviation Advisors of the aircraft mission, should a status change occur. 6. Supervise the Beech 1900D co-pilot, as assigned, in all flight-related duties including mission planning. B. Training (25%) 1. Identify training needs and coordinate with the appropriate Aviation Advisor regarding these needs. 2. Assist the Fixed Wing Aviation Advisor in the development of new training procedures, for enhancing the overall transport mission. This may include, but not be limited to, teaching crew resource management, developing unimproved landing surface techniques, and operating the aircraft in confined areas. 3. Conduct ground training sessions on aircraft systems, standard operating procedures, flight safety, and other topics of professional interest as required. C. Administration (25%) 1. Administer a system for tracking pilot and aircraft flight times, pilot currency, and flight hour reports. 2. Assist the B1900D Instructor Pilot in maintaining Individual Aircrew Training Files for each pilot in accordance with the Department of State (DOS), Office of Aviation Guide to Aviation Training and Standardization. 3. Submit suggestions for the revision of the Standard Operating Procedures. Assist in maintaining the Pilots Read File is up-to-date. Complexity The Pilot must apply specialized and professional knowledge to operate safely a transport aircraft in a demanding flight environment. The Pilot will be responsible for safely operating the aircraft from an international airport west of the Andes Mountain range, crossing the mountains, and landing at remote destinations east of the Andes. Diverse flight conditions encountered enroute will require a high level of aviation experience to accomplish the mission safely. All operations must be conducted under the Operations Directive of the DOS Office of Aviation. Physical Demands A. The Pilot must obtain the Federal Aviation Administration (FAA) Second Class medical certificate, being both physically and medically qualified to live in Peru, and willing to engage in frequent in-country travel to remote locations. B. The work is both physical and sedentary in nature and involves activity in the aircraft, hangar, on the parking ramp at the Lima airport, and at field locations, in addition to the US embassy offices. C. Pilots often stand, lie, or kneel in awkward positions and must work in precarious positions occasionally; such as on scaffolds or ladders. Appropriate safety equipment must be worn. D. Noise and vibration are common in the work environment; ear protection is a requirement. E. Exposure to and use of petroleum products and jet fuel may be occasionally required. Work Environment The work is conducted primarily in an airplane, office, and aircraft hangar with travel to the field for missions. Some field sites have been declared hazardous duty locations by the DOS due to hostile activities of the drug traffickers and therefore pose significant risk to the Pilot while at these sites. The pilot must be able to perform fieldwork in remote areas independently for extended periods without assistance. Minimum Requirements A. U.S. citizen, able to obtain/maintain a DOS security and medical clearance B. Bachelor's degree from an accredited institution, or equivalent (i.e., associate degree with ten (10) years of experience in the military, law enforcement, international development, international affairs, or public administration) C. AA Airline Transport Pilot certificate, with either a B1900 or similar airframe type rating D. Current FAA Second Class Medical Certificate E. Minimum of ten (10) years relevant aviation flight experience, including aviation operations management and aircrew training; meeting all pertinent PIC currency requirements in FAR part 91 F. Possess a minimum of 4,000 total flight hours of experience in airplanes, minimum of 500 hours in multi-engine turboprop aircraft, and a minimum of 200 hours of flight time within the last 12 months G. Capability to perform the duties of a Beechcraft 1900D PIC and to pass the DOS approved initial aircraft qualification course within 90 days H. Minimum of two (2) years experience flying in remote and unimproved environments (i.e. "Bush" type flying) I. Minimum of two (2) years experience flying in South/Central America or an International Civil Aviation Organization (ICAO) regulated country J. Knowledge of US FAA regulations, including, but not limited to FAR part 1, 61, 63, 67, 91, 141, 143, and 830 K. Knowledge of aviation training and standardization procedures L. Proficient in Microsoft Office Suite Desired Qualifications (discretionary) A. Have or have had a National Agency check B. Instructor pilot rating and experience C. Experience flying in Peru D. Demonstrated experience flying in support of counternarcotics (CN) and law enforcement activities E. Ability to communicate in the Spanish language at FSI level 2/2 F. Knowledge of US embassy organization and familiarity with program, organization, and operation of other US agencies involved in CN programs Factor Criteria Factor 1 Pilot Skills (35 points) Offeror's ability to: 1. Perform as a PIC of the Beechcraft 1900D or similar type aircraft based on previous flight experience and current pilot proficiency. 2. Perform as PIC of a B1900D in the host nation Air Traffic Control (ATC) environment. 3. Perform as PIC of a B1900D flying in the remote and unimproved areas of Peru. Factor 2 Administration and Training (35 points) Offeror's ability to: 1. Oversee activities of subordinate crewmembers. 2. Plan flights, evaluate weight and balance, and select flight routes in accordance with, but not limited to, the applicable FARs, the B-1900D Flight Manual, and host nation ATC procedures. 3. Plan and conduct aircrew ground training sessions. 4. Ensure all crewmembers are current, maintain the complete required proficiency, and required flight checks in accordance with the FARs and DOS, Office of Aviation Operations Directives. Factor 3 Experience/Past Performance (30 points) Offeror's previous experience and quality of performance. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available whether provided by the applicant or obtained from other sources. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
