- This is a Sources Sought Notice/Request for Information (SS/RFI). DLA Distribution is considering a small business set-aside and is seeking small business sources that qualify under North American Classification System (NAICS) code 541614, size standard $7.0M. This SSN/RFI does not constitute a request for a formal proposal or a pre-solicitation notice. DLA Distribution is not at this time seeking proposals and will not accept any unsolicited proposals. This Notice is provided as information to the marketplace and is an invitation for an expression of interest and a DEMONSTRATION OF CAPABILITIES to perform anticipated work. As a minimum, this SS/RFI requires expertise and knowledge sufficient to include all labor required to perform analytical and functional logistics operations support services to compliment current DLA technical and operational expertise in executing its mission and to improve overall logistics and distribution processes within DLA. DLA supports supply chain management services including storage and distribution, managing defense strategic materials, document services, and reutilization of disposal of surplus military assets. The required tasks may include the following: •· Analyze metrics and make recommendations for improvement to the distribution process within DLA Distribution. Provide recommendations to develop and improve metrics. •· Monitor and appropriately respond to external customer inquiries and requests received via a government email account. Requests will be via email and may be requests for manual movement (via an EBS Stock Transfer Order [STO]), requests for minor EBS network alterations, or other varied inquiries. •· Review and analyze the distribution processes and stock positioning strategies to develop sound recommendations taking into consideration emerging technology, commercial business practices, and DoD distribution processes to modify/change existing strategies, as applicable, to improve global DLA stock positioning performance. •· Provide material research, develop executable plans, strategies, and recommend changes in policies and/or EBS sourcing or replenishment logic to relocate materiel throughout the global distribution network. •· Perform the following functions: write code and process data through various databases [currently SQL and SAS]; perform table maintenance in these databases; perform analysis of data and recommend changes to ensure the output is consistent with table settings; and recommend and implement functional and technical changes to improve files processing. •· Research, model, and analyze plans, strategies, policies, and goals to make actionable recommendations in regards to providing the most optimal forward support. Recommendations made will take into consideration the depot capabilities and capacities coupled with the best economical value and support to the warfighter. The following knowledge and skills are required in the performance of this effort: 1. The ability to read, write, speak, and effectively communicate using the English language in oral and written communications. 2. Possess the ability to work independently; work well with others in a team environment; and function effectively in difficult, emotionally charged situations. 3. Possess the training and experience necessary to manipulate data from various databases to produce reports and products under this contract. 4. Possess the training and experience necessary to work with Microsoft (MS) Excel and other spreadsheet programs and any other software necessary to perform the requirements set forth in this SOW. 5. Possess good analytical skills to generate products that meet DLA Distribution's Management objective of reducing overall inventory levels while maintaining high levels of customer demand satisfaction. 6. Possess knowledge and experience in current distribution systems management and procedures used in DLA Distribution, DoD, and private industry. 7. Possess knowledge in stock positioning, metrics, trend analysis, statistical analysis, workload planning and modeling. 8. Possess knowledge and understanding of DLA logistics systems, including DLA Enterprise Business System (EBS), Distribution Standard System (DSS), Federal Logistics Information System (FLIS), and industry best practices and manufacturing distribution systems for kitting, assembly and builds of material. 9. Possess an understanding of financial and cost accounting as they relate to manufacturing and distribution processes. 10. Possess experience and proficiency in general business systems design and analysis. The Government will accept the following substitutions for the Bachelor's Degree requirement: 1. An Associate's Degree plus four years related technical experience, or 2. Eight years related technical experience. Technical Expertise is required in the following areas: PROJECT MANAGEMENT ● Expertise and experience in world-class distribution practices including DLA Distribution, DoD, and Industry) ● Distribution Requirements Planning - concepts and systems ● Lean & Six Sigma Logistics knowledge - Black Belt Preferred ● Ability to design, build, and implement various simulation and modeling tools to test and solve distribution and Stock Positioning problems ● Experience with LLamasoft network and inventory optimization and simulation tools and related software. ● Supply Chain, Enterprise Resource Planning (ERP), IT and Logistics knowledge and expertise of the interconnected and interdependent processes and functions related to distribution operations ● Expertise and knowledge of business and logistics performance metrics and measurements ● Expert analytic, mathematic and statistical modeling skills ● Expertise and knowledge of Constraints Management and Reengineering concepts ● Excellent Project Management Skills ● Excellent Communication and Facilitation Skills ● Executive-Level Business Case and Financial Management Skills SUPPLY CHAIN/LOGISTICS ANALYST The Supply Chain/Logistics Analyst shall have as a minimum a Bachelor's Degree in Business Marketing, Operations, or Supply Chain/Logistics discipline and have three to seven years supply chain/logistics/operations management experience with at least three years in a supply chain/logistics role. One Supply Chain/Logistics Analyst shall obtain and maintain a secret security clearance. The Supply Chain/Logistics Analyst shall demonstrate: ● One Supply Chain/Logistics Analyst must have in-depth knowledge of and proven experience with LLamasoft network and inventory optimization and simulation tools to include related software. ● Ability to gather and analyze data from a variety of internal and external sources for client and project team utilizing various tools and techniques ● Ability to pull and manage data using Statistical Analysis System (SAS), JDA (Manugistics) and Systems Applications and Products (SAP) software ● Ability to analyze and test statistical results ● Ability to write scripts in SAS and Structured Query Language (SQL) ● Ability to use data gathered to analyze and produce reporting (both established reporting and new and/or ad-hoc type reporting) for client and project team ● Experience with Business Process Reengineering (BPR); Gap Analysis; Process Design/Redesign ● An understanding and knowledge of critical Distribution and Supply Chain concepts to include multi-echelon and hub & spoke distribution; lean/six-sigma analysis and implementation; network optimization and balancing; workload distribution/redistribution; cross-docking; reverse logistics; distribution center operations; multi-vendor consolidation; and performance metrics ● Ability to provide critical reporting and analysis for client and project team ● Ability to interface with various management information systems to gather the data needed to perform analyses ● Ability to work with internal and external contacts to identify and resolve discrepancies with data ● Ability to conduct logistics acquisition and sustainment analysis activities ● Ability to conduct and provide various supply chain; logistics; transportation; and operational analytical support including, but not limited to, cost/benefit analysis, operational impact studies, distribution network analysis, strategic sourcing ● Initiative and ability to independently identify and assess technical challenges and develop recommended solutions for presentation to project leadership DATA SUPPORT ANALYST The Data Support Analyst shall have as a minimum a Bachelor's Degree and at least two years of specialized experience in providing expert technical support to integrate the best industry practices, reduce risk in implementing new technologies, methods and process. The Data Support Analyst shall demonstrate: ● In-depth knowledge and experience in data query, including SAS and SQL Software ● Excellent SAS and SQL programming skills required to automate routine reports ● Military inventory control experience ● Ability to work with internal and external contacts to identify and resolve discrepancies with data ● A thorough knowledge of the relationships between databases and how to merge data from multiple sources SUPPLY CHAIN/LOGISTICS ANALYSIS AND ADMINISTRATIVE SUPPORT SPECIALIST The Supply Chain/Logistics Analysis and Administrative Support Specialist shall have a Bachelor's Degree in Business Marketing, Operations, or Supply Chain/Logistics discipline and one year supply chain/logistics/operations knowledge and/or experience in a supply chain/logistics role. Internships in pursuit of a degree in one of the above disciplines shall also be acceptable. The Supply Chain/Logistics Analysis and Administrative Support Specialist shall demonstrate: ● Experience providing support for the consulting team in improving the processes, analysis, solution development, process development, implementation & education, audit and reporting in support of Logistics and Supply Chain operations ● Experience gathering and analyzing data from a variety of internal and external sources for client and project team utilizing various tools and techniques ● Expertise in the use of MS Access, Excel, Word, and PowerPoint ● Experience in MS Project, JDA (Manugistics), SAP, and SAS are a plus but not required ● Experience preparing documents, spreadsheets, and various presentation materials ● Experience researching current conditions/trends as well as providing cost effective data as it relates to logistics support The estimated period of performance for this requirement is one base year and four one year option periods. Interested small business sources that qualify under the above listed NAICS are required to submit a capability statement of no more than five pages (size 12 font) that identifies their capabilities with regard to this Notice. Any such response must include: (1) complete company name and address, company duns or cage code numbers, (2) a brief statement of experience in work similar in type and scope described above; (3) At least three past performance references to include project title and location, contract numbers, contract award dollar values, points of contact by name and job title, and telephone numbers for each past performance record submitted; (4) a positive statement of your company's intention to submit a proposal as a prime contractor for any subsequent acquisition that may follow this Notice. A response is required by November 10, 2011 at 12:00 PM, EST. At the present time, a set-aside determination has not been made. This notice is for informational and market research purposes only. Responses are sought only from SB sources that can provide the services described herein. Responses received from any company that is not a SB concern will not be considered. All respondents to this notice will be confirmed as a SB potential source through their On-Line Representation and Certifications or their Central Contractor Registration record. This notice does not commit the Government to contract for any of the identified services. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov/. It is the responsibility of potential respondents to monitor this site for additional information pertaining to this potential procurement. The information provided in this SSN/RFI is subject to change and is not binding on the Government. The release of this notice should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the DLA Distribution will not pay for any information or administrative cost incurred in responding to this notice.
