- The National Business Center on Behalf of the Office of Special Trustee is seeking sources to provide vendors with specific experience in the development and implementation of specific Statement of Work regarding Trust and Custody and Order Management Systems trust asset management. Currently, the Individual Indian Money and Tribal trust accounts and related financial assets are maintained and managed using SEI Investment's Trust 3000 system and related products (Customer StrataStation; Filenet Panagon Report Manager; StrataWeb (available if Internet access were available); Performance Station; and Trust 3000). The Trust Funds Accounting System (TFAS) currently has over 384,000 open accounts and over 36,000 closed accounts. TFAS is a Commercial Off-the Shelf trust funds accounting system that manages approximately 397,000 individual Indian and 2,800 Tribal accounts. TFAS provides basic receipt, accounting, investment, liabilities, scheduled disbursing and reporting functions to the beneficiaries. The current system produces approximately 1,000,000 routine file maintenance transactions e.g. name and address updates; account type updates, etc. In order to ensure no degradation in processing and system response capabilities occurs, all vendors who respond to this request must provide specific experience in the development and implementation of specific Statement of Work regarding T&C, and an OMS It is the intention of the Office of the Special Trustee for American Indians (OST) to do the following: 1.Acquire the services of a Consultant to develop a specific Statement of Work for the T&C of fiduciary investments on behalf of OST for the benefit of Indian Tribes and Individual Indian beneficiaries. 2.Acquire the services of a Consultant to implement the T&C requirement after acquisition. 3.Acquire the services of a Consultant to review the various OMS that are in the private/public sector and to make recommendations on the possible procurement or contracting of an OMS for use by OST. 4.Acquire the services of a Consultant to develop a specific Statement of Work for the possible procurement or contracting of an OMS for use by OST. 5.Acquire the services of a Consultant to implement the OMS requirement after acquisition. 6.Acquire the services of a Consultant to oversee the conversion of data to the T&C and/or OMS from the current Accounting system; in the event OST decides to procure or contract for an OMS. 7.Acquire the services of a Consultant to train appropriate personnel in the use of the T&C and/or OMS; in the event OST decides to procure or contract for an OMS.
