Description

The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to award a new work modification on a basis of other than full and open competition for the Veterans Health Administration (VHA) Pathology and Laboratory Medicine Services (PLMS). The TAC intends to award a sole source Firm-Fixed-Priced (FFP) contract to Cerner Corporation, 2800 Rockcreek Parkway, Kansas City, MO 64117. The VA is currently confronted with the need to extend the current Laboratory System Reengineering Project (LSRP) Millennium PathNet Remote Hosting (RHO) contract with Cerner Corporation which includes disaster recovery infrastructure, personnel, and training for the system technical staff and application support staff required to maintain the Cerner Millennium PathNet environment to support the current LSRP Alpha (Huntington, WV VAMC) and Beta (New Jersey Healthcare System and Phoenix, AZ VAMC) test sites. This extension is not just limited to the initial capital cost of equipment investment and future hardware technology upgrades and refreshes, but also must address data center operations management, cost, and security, space, heating ventilation and air conditioning (HVAC) and power requirements. Contract VA118-10-P-0077 was awarded to support data center hosting to complete testing at the Alpha and Beta test sites. Due to delays in Alpha site roll out, and the contract ending in December 2011, a need for an extension is necessary to complete implementation and testing of Millennium PathNet at the Beta test sites. The VHA PLMS is dependent on LSRP to support their business processes and complete the rollout to the Beta test sites. The roll out to the two Beta test sites is planned for completion by August 2012. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 518210. This notification shall close on Friday, November 4, 2011. All responsible sources may submit a response which shall be considered by the agency.
