- Description
- The United States General Services Administration has a requirement for the selection of a quality contractor to provide Real Estate Property Information Database Licenses to forty one (41) users in GSA Region 03's Regional Office in Philadelphia, PA. The database licenses should provide access to a full inventory (based on geography and 100% sampling) of office and industrial space available complete with property details (age of building, recent renovations, photos, floor plans, owners, number of elevators, etc.). Analytical tools are also needed to sort and search properties, allow for modeling and forecasting market trends. A professional directory is also required of the real estate professional in the identified markets and alert users to any changes in the marketplace. The information tool must cover the following markets: All of Pennsylvania; Delaware; Camden, NJ; Trenton, NJ; All of Maryland, Virginia and West Virginia. The resulting contract will include a base year of twelve (12) months and four one year (12 mo.) option periods with a total estimated cost for all five years between $500,000.00 and $1,000,000.00. This procurement is being solicited on an unrestricted basis. The NAICS code applicable to this project is 531390. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 12.206 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. The technical evaluation factor for the evaluation process is Technical Capability, demonstrated through product literature or other references. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This announcement also constitutes the synopsis of the Request For Proposals notice. The Solicitation (RFP) will only be available electronically. The solicitation (specifications, clauses and bid forms) can only be obtained through FedBizOpps.
