- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. This requirement consists of the construction of an apron extension to the south of the existing West Ramp Area and Taxiway Hotel on Holloman Air Force Base to park an F-16 Aircraft. The new apron is sized at 5,690 square meters or 61,247 square feet to accommodate six F-16 parking positions. Each parking position will have a sunshade structure built with lighting, power, and grounding systems. Aircraft tie-downs and grounding for aircraft and fuel trucks will be designed into the new pavement. A twenty-five foot asphalt shoulder will surround the new pavement. Site improvements include grading, drainage, and demolition of existing power panel. An 8" water line and existing communication duct bank will be relocated as part of this project. Existing airfield edge lighting will be modified and new apron signage will be added. Pavement striping for aircraft movement is additionally part of this project. This project will be designed to achieve silver certification to the United States Green Building Council (USGBC). LEED Silver Certification is required.
