- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Thermo Electron North America, LLC., 1400 Northpoint Parkway Suite 50, West Palm Beach, FL 33407-1976, for a 12 month service/maintenance agreement for NINDS’s existing LTQ XL MS System, ETD Version mass spectrometer system. NINDS uses the equipment to analyze proteins and peptide samples provided by NINDS investigators. The Classification Code is J-Maintenance, Repair & Rebuilding of Equipment and the North American Industry Classification Code is 811219 – Other Electronic and Precision Equipment Repair and Maintenance. The business size standard is 7.0 million dollars. The Period of Performance is 12 months. The Contractor shall provide on-site service visits with a maximum 72-hour response, priority status for technical support inquiries, response within 2 hours, one scheduled preventative maintenance visit, software updates and notifications, factory certified replacement parts and a subscription to e-support online technical resources. Thermo Electron North America, LLC. is the manufacturer of the LTQ XL MS System, ETD Version mass spectrometer system and is the sole source provider of service agreements for this equipment. The mass spectrometer system is highly technical with specifications which only Thermo Electron North America’s technicians have the tools to manipulate, program and set. Their technicians are the only technicians that are certified to perform maintenance/repair on their equipment. The acquisition is being conducted under simplified acquisition procedures using FAR Part 12 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
