Description
This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB-Zone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey only to help determine the availability and technical capability of qualified small businesses of various types such as veteran-owned small businesses and/or HUB-Zone small businesses. Interested small business must be capable of serving the needs identified below and must the necessary skills as identified. The North American Industry Classification System (NAICS) Code is 541990 with a small business size standard of $7 million. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. 1.0 BACKGROUND The Specialized Information Services (SIS) Division of the National Library of Medicine (NLM) is responsible for information coverage and services in several areas, including environmental health and toxicology, AIDS, and other information resources concerned with health and biomedicine. SSEUS is the major database support system of the SIS TOXNET cluster of databases. The system serves as an update and general maintenance mechanism for the SIS databases. Improvements to the programming language of the SSEUS system will contribute to the long-term success of the SIS databases by allowing for continued enhancement and improvements to the actual data which are critical to the Division's mission. 2.0 PURPOSE and OBJECTIVES The objective of this initiative is to conduct research in support of the on-going development and tuning of the UNICON Programming Development Environment. This project will improve the scalability of the UNICON programming language tools, optimize the compiler, and create a source level debugger, with the eventual goal of supporting UNICON-based systems such as the SIS-Budget and SSEUS database applications. This objective will be accomplished through various tasks completed by the contractor. The contractor shall perform tasks and activities negotiated with the NLM Project Officer. The tasks and activities will be selected from the following research areas: Modify UNICON programming development environment and related tools, including: 1. Modify UNICON configuration to include ODBC by default. 2. Modify UNICON optimization compiler to support the ODBC database facilities from the UNICON virtual machine. 3. Improve the cross-machine portability of compiled code by creating a configurable installation facility that enables user-specified functionality and a minimization of required libraries. This task will include a modification of the UNICON test/validation suite to test enabled capabilities. 3.0 PROJECT REQUIREMENTS The contractor shall implement specific tasks as defined above during the period of performance. The contractor shall implement these tasks with minimal direction, but in close collaboration with the government. The contractor shall submit a monthly progress report to the Project Officer. The deliverable for the projects shall include: 1. The minimalized configuration of UNICON modified to include ODBC by default. 2. The UNICON optimizing compiler modified to support the ODBC database facilities from the UNICON virtual machine. 3. A user configurable installation facility to enable user-specified functionality and a minimization of required libraries. This shall include an enhanced UNICON test/validation suite. All resulting reports shall become the property of the Government. All electronic files and software shall be made available to the Government on a non-exclusive basis in accordance with the GNU GPL status of the UNICON language and UNICON programs 4.0 ANTICIPATED PERIOD OF PERFORMANCE The period of performance is for one-year from date of award. Subsequent to this initial order, there are four additional option years projected.   5.0 CAPABILITY STATEMENT Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirement. The capability statement should contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm local prevailing time on Monday, November 7, 2011 to Kimberly Pringle, pringlek@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
