- THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive contract to Bloomberg Financial Services, 731 Lexington Avenue, New York, NY 10022 to provide Bloomberg Financial Markets Newswire services. The anticipated period of performance is November 11, 2011 through October 31, 2012 with four (4) one year option periods. The total contract period of performance will not exceed five (5) years. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: “When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” Bloomberg Financial Services is the current provider of the Bloomberg Financial Markets Newswire to BBG. This newswire service is mission critical because it provides background information and breaking news to VOA Central News Division and it is the only such service that provides audio feeds tailored to its text reports. The agency is not aware of any other financial newswire service with an audio feed of their report. Interested firms must submit a written response that demonstrates their ability to provide the required services. Interested firms must state how they would facilitate the above and include appropriate documentation describing the number of years they have been providing such services, and their demonstrative experience in providing internet streaming services, including a brief company history. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Myria Carpenter, Contract Specialist, Broadcasting Board of Governors/International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4300, Washington, DC 20237 by Monday, November 14, 2011 12:00 pm EST. Telephone, email or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by BBG. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not an RFP, IFB, or RFQ.
