- The National Institutes of Health, Clinical Center is conducting a sources sought to help determine the availability and technical capability of qualified businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small businesses capable of serving the needs mentioned below. This sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The National Institutes of Health (NIH), Clinical Center (CC) the Department of Housekeeping and Fabric Care has a requirement to procure plastic trash can liners all waste receptacles serviced by the department. The applicable North American Industrial Classification is 424610 and 424690 and the size standard is 100 employees. The vendor is to provide case lots of plastic liners as required in accordance with the following mandatory requirements and salient characteristics: Mandatory Requirements These mandatory requirements apply to all sizes of plastic liners listed: • Must be clear only (unless specified otherwise) due to arrangements with refuse transfer station. • Must have a minimum of 10% post consumer content. NOTE: INFORMATION REGARDING RECYCLED PLASTICS MATERIALS (INCLUDING TRASH BAGS AND LINERS) CAN BE VIEWED AT HTTP://WWW.EPA.GOV/CPG/PRODUCTS/TRASHBAG/HTM • Case lots must have the following identification information posted on the outside of each case: a) The full case weight b) The thickness of the bag c) The color of the bag d) The size of the bag e) The number of bags per case • Ties for bags are not required. • Must have a flat sealed bottom   Salient Characteristics Salient Characteristics for Item Number 1- 23" X 24" 1. Shall be a 10 gallon bag that has a 15 pound capacity 2. Shall have a minimal width of 24 inches and no greater than 26 inches. 3. Shall have a minimal length of 23 inches and no greater than 25 inches. 4. Shall have a minimum thickness of 0.0007 inches or.7mil. 5. Shall be used in most offices and is moderately resistant to punctures and tears. Salient Characteristics for Item Number 2 - 33" X 39" 1. Shall be a 33 gallon bag that has a 40 pound capacity. 2. Shall have a minimal width of 33 inches and no greater than 35 inches. 3. Shall have a minimal length of 39 inches and no greater than 45 inches. 4. Shall have a minimum thickness of 0.001 inches or 1mil. 5. Shall be used for larger trash cans and some public areas and is resistant to punctures and tears. Salient Characteristics for Item Number 3 - 38" X58" 1. Shall be a 60 gallon bag that has a 50 pound capacity. 2. Shall have a minimal width of 38 inches and no greater than 40 inches. 3. Shall have a minimal length of 58 inches and no greater than 64 inches. 4. Shall have a minimum thickness of 0.002 inches or 2mil. 5. Shall be used in large trash receptacles and is very resistant to punctures and tears. Salient Characteristics for Item Number 4 - 33" X 39" 1. Shall be a 33 gallon bag that has a 50 pound capacity. 2. Shall have a minimal width of 33 inches and no greater than 35 inches. 3. Shall have a minimal length of 39 inches and no greater than 45 inches. 4. Shall have a minimum thickness of 0.002 inches or 2mil. 5. Shall be black in color and is very resistant to punctures and tears. Salient Characteristics for Item Number 4 - 33" X 39" 1. Shall have a minimal width of 24 inches and no greater than 26 inches. 2. Shall have a minimal length of 33 inches and no greater than 25 inches. 3. Shall have a minimum thickness of 1.25 Mil thick. 4. Shall be RED in color and is resistant to punctures and tears. The contractor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described.   This notice is a market survey and is for information and planning purposes only and does not commit the Government to a contractual agreement. THIS IS NOT A REQUEST FOR PROPOSAL. The Government will not award a Contract based upon Contractor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
