Description
INTENT TO AWARD NOTICE The U.S. Department of Agriculture, Foreign Agricultural Service intends to award a sole source contract to Advanced Biofuels Corporation for the design and delivery of a customized training course on the topic of electric power. This award will be issued to Advanced Biofuels Corporation based on this contractors experience in providing customized training that focuses on electric power generation that incorporates the work of the Florida Crystals Company (West Palm Beach, FL). Each participant shall gain greater understanding of the techniques and equipment used in the United States to convert sugarcane into electric. This program shall build upon the efforts of the Energy and Climate Partnership for Americas (ECPA) initiative. Advanced Biofuels Corporation is an expert in biofuels and bioenergy related fields and has knowledge in the USDA's ECPA and has the technical expertise in the following areas: • Sugarcane bagasse and converting the bagasse to electric power; along with an understanding of the technologies used to do so. • A working relationship with the Florida Crystals Company in Miami, Florida, and other private sector bioenergy companies in the State of Florida. • Familiarity with Ecuador's power generation model, the business behind it, and the governmental regulations supporting/prohibiting bioenergy. • Extensive knowledge of the US Department of Energy and its National Renewable Energy Laboratory (NREL). Advanced Biofuels Corporation will ensure each participant of this training course will gain competencies in the following areas: • Sources of biomass for power generation. • Gasification of biomass for power generation using sugarcane bagasse, rice husk, balsa, wood chips, water hyacinth, other products used for energy, etc. • Measurements, ingredients and proper mixing of biomass to transform into power. • Logistics and transportation to make biofuels productions more feasible. • Infrastructure. • Technology transfer. • Collection methods. • How to better assist both the public and private sectors. • Liquid biofuels. • Supply chain (from farmer to plant to final product). • Biomass legal framework; institutional regulations; and public policies. Authority for this sole source procurement is under 10 U.S.C.2403 (c) (1) as implemented in FAR 6.302-1(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Firms that recognize that they can perform the required service described above are encouraged to indentify themselves, give written notification to the Contract Specialist, and provide supporting evidence to the Contract Specialist within three (3) calendar days after the date of publication. The final determination by the information provided is solely within the discretion of the government. All responsible sources will be given full consideration.
