Description
This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for a solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of delivering the following requirement to the Air Force Institute of Technology (AFIT). Minimum Requirements: Ion Chromatograph - Mass Spectrometer • The IC-MS must have two column paths to analyze both positively and negatively charged ions at the same time. Both paths must have analytical conductivity detectors, temperature control column chambers, and have eluent generators for both paths. The anon path must have an IonPacAS11HC analytical column. Both paths must have a self-regenerating suppressor. The ion path must have come with a new generation column such as IonSwift Max-100, and a cation column like IonPac CG12A. • The instrument must have a mass spectrum detector with the range of about 17 to 2000AMU. This detector must electrospray ionization and atmospheric pressure chemical ionization. The change over from one ionization method to another must take less than 5 minutes. The MS cone must be continuously self-cleaning using a solvent wash system. The mass spectrum analyzer must be self-tuning. • The IC-MS must be able to use our current stock of Dionex consumables, such as sample vials, and eluent generation cartridges. • The instrument must be acquired from a company capable of servicing Ion Chromatographs. • The IC-MS must have all the components from the same manufacturer. • The instrument must have a laboratory small foot. The mass spectrum detector must have a small width less than 14 inches wide. • The autosampler must be able to simultaneously inject samples into both chronographic flows. • The autosampler must be able to use 10ml vials, use PEEK needles, and have temperature control. • The instrument must run Chromeleon Software • This instrument must be user modified to be able to separate and quantify amino acids. This requires a complete column set for these compounds, an electrochemical detector is required. The requirement is located at Wright-Patterson AFB, Ohio. The North American Industry Classification System (NAICS) code for this requirement is 334516 Chromatographic instruments, laboratory-type, manufacturing with a small business size standard of 500 employees. In response to this notice, offerors shall submit a capability statement consisting of the evidence that the delivery of required supply, as outlined in the minimum requirements above can be accomplished successfully by the offeror. Capability packages are not to exceed 15 pages. Advertising or marketing information is NOT appropriate. The responses to this synopsis will be used for a market survey analysis. This sources sought synopsis is not a request for proposals; it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Quote (RFQ). Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this sources sought request. Personal visits to discuss this project will not be scheduled. Responses must be received not later than 1600 EST, November 10, 2011. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or small disadvantaged business, veteran owned small business or HUBZone certified, and indicate the appropriate NAICS code. This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
