Description
THIS PROCUREMENT IS A 100% SMALL BUSINESS SET-ASDIDE. VISN 5 Network Contracting Activity anticipates the award of a firm-fixed price contract for Design-Build Construction of a 77-Bed Domiciliary, Project No. 688-327, on the campus of the VA Medical Center (VAMC), 50 Irving Street, NW, Washington, DC. The 77-Bed Domiciliary project is a proposed three-story modular residential/clinical building, approximately 38,000 square feet. The new building will house the Domiciliary Care for Homeless Veterans program and the Clinical Work Therapy program. Clinical offices, meeting rooms, and dining area are planned for the first floor. The second and third floors are planned to contain dormitory style rooms for veterans participating in the Domiciliary Care program. The project building will be located north of existing medical center Building 6 (Renal Dialysis entrance) and will back up to North Capitol Street, NW. The project work will include all design services necessary to prepare plans, specifications and estimate (PS&E) for construction of the building and all related demolition, construction, labor, and materials for the new building. General construction for the new building will include demolition and site preparation, roads, walks, grading, drainage, site lighting mechanical and electrical work, utility connections, and elevators. All interested parties must ensure that their firms have the ability to provide 100% Performance and Payment Bonds for the construction work. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) are necessary to go through the required access for the VA Medical Center. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code, the SBA size standard is $33.5 million. The construction cost range for the project is between $5,000,000 and $10,000,000. The solicitation will be issued on or about November 14, 2011. All information for this solicitation will be posted on FedBizOpps at http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own copy of the solicitation package, drawings, specifications and all subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. Potential offerors must register at FedBizOpps at www.fbo.gov in order to receive notifications and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) and must have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov prior to award. A pre-proposal conference for this project will be held on November 17, 2011 at 11:00 am. All interested parties shall promptly report to the Facilities Management Service Conference Room BH-132, at the VAMC Washington, DC for the meeting.
