Description
The Department of the Army, Healthcare Acquisition Activity- North, Fort Detrick, MD, intends to negotiate a Sole Source commercial item procurement with Olympus Innov-X, Woburn, MA, to provide a quantity of one field poriable XRF metal and alloy analysis device (Innov-x Delta Classic, model 3 DC-2000) to the USAF 509th MDSS, Whiteman AFB, MO. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than November 1, 2011, noon local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. Point of contact Jessica Ely, Contract Specialist, e-mail: Jessica.ely@us.army.mil The following verbiage is directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102(a)(6). The Olympus Delta series is the only field poriable XRF metal and alloy analysis device that provides the ability to detect a wide variety of metal types without the use of radioactive source. The Jack of radioactive source negates the need for annual maintenance of a source pennit and costly replacement of that source every five (5) years. The Olympus Delta classic XRF is able to analyze 79 different metals, no other product currently reaches similar capacity. Without the field portable XRF device by Olympus, the Government will be required to send approximately 200 soil samples per quarter to a contract laboratory for analysis, causing a delay in sample processing of 8-14 days and at a cost per sample.
