- THIS IS A SOURCES SOUGHT. There is no solicitation available at this time. This Sources Sought is published for Market Research purposes only. Specialty Center Acquisitions NAVFAC (SCAN) is seeking qualified sources to acquire services for operating, managing, and maintaining satellite and ground systems, and for providing reliable, uninterrupted satellite services to the warfighter. Services solicited under this contract are associated with operating, managing, and maintaining satellite operations for current and future Naval Satellite Operation Center (NAVSOC) assigned satellite systems. Primary services of satellite operations include telemetry monitoring, tracking, and controlling as well as all other support services necessary to provide reliable satellite services for the Navy. Current satellite systems include: FLTSAT - Fleet Satellite Communications, UFO “ Ultra-High Frequency (UHF) Follow-on,, Polar (Payload Only) - Polar Extremely High Frequency (EHF) MUOS “ Mobile Users Objective System Satellite operations are conducted 24 hours a day “ 7 days a week, including all holidays. All NAVSOC locations are to be supported. Except where otherwise stated, the Service Provider (SP) shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation and other items necessary to provide the services outlined below. Services shall be provided from the following locations: Naval Satellite Operations Center (NAVSOC), Headquarters, Point Mugu, CA and sites at Laguna Peak (unmanned), CA; Detachment A, Prospect Harbor, ME; Detachment C, Finegayan, Guam; and Detachment D, Colorado Springs, CO. (1)Satellite Operations Support Services: a.Fleet Communications “ Point Mugu, CA and Prospect Harbor, ME b.Satellite Operations “ Point Mugu, CA, Prospect Harbor, ME, Finegayan, Guam, and Colorado Springs, CO c.Ground Systems Infrastructure “ Point Mugu and Laguna Peak, CA, Prospect Harbor, ME, Finegayan, Guam, and Colorado Springs, CO d.Configuration Management “ Point Mugu, CA, Prospect Harbor, ME, Finegayan, Guam, and Colorado Springs, CO e.Information Assurance “ Point Mugu, CA, Prospect Harbor, ME, Finegayan, Guam, and Colorado Springs, CO (2) Administrative Support Services: a.Training “ Point Mugu, CA b.Personnel Support Services “ Point Mugu, CA c.Travel Services “ Point Mugu, CA and Prospect Harbor, ME d.Administrative Services “ Point Mugu, CA and Prospect Harbor, ME e.Visitor Control Services “ Point Mugu, CA, Prospect Harbor, ME, and Finegayan, Guam f.Information Services “ Point Mugu, CA, and Prospect Harbor, ME (3) Logistics Support Services: a.Procurement Related Services “ Point Mugu, CA b.Supply Support “ Point Mugu, CA, Prospect Harbor, ME, Finegayan, Guam and Colorado Springs, CO c.Facilities Services “ Point Mugu, CA, Laguna Peak, CA, Prospect Harbor, ME and Finegayan, Guam The purpose of this sources sought synopsis is to identify interested/qualified sources. The applicable North American Industry Classification (NAIC) Code is 517410 (size standard $15M). Offerors shall have no less than five (5) years experience in providing this type of service. Only a brief statement of qualifications (not to exceed five [5] pages) is requested at this time. At a minimum, provide the following information in your submittal: 1) Name and address of company and contact information/point of contact including name and phone number. 2) CAGE code and DUNS number. 3) A statement of qualifications to include experience relative to this procurement, or any other information that clearly demonstrates your capabilities, expertise and experience to perform the requirements at identified locations. General marketing material may be included but must fall within the (5) page submittal requirement. 4) Statement as to small business program size status relative to the above NAICS Code and identification of any existing contract vehicles currently in place which may be used and fit the proposed contract scope. The Government will neither award a contract solely on the basis of this Sources Sought nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This sources sought synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB); nor does this issuance restrict the Government ™s acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. All submittals received will be reviewed for informational purposes. SCAN and NFESC reserve the right to independently verify all information submitted.
