Description
THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive contract to Akamai Technologies, Inc., 11111 Sunset Hills Road, Suite 250, Reston, VA 20190, to provide internet streaming services. The anticipated period of performance is November 1, 2011 through December 31, 2012 with two (2) two month option periods. The total contract period of performance will not exceed six (6) months. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: “When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” The internet streaming services are crucial to the Agency’s 24/7 broadcasting mission. Akamai is the current provider of these services with an established worldwide presence and method to reach international audiences in mission critical markets for the BBG. Akamai has the capability to quickly resolve issues with malware and denial of service attacks against BBG ensuring that the Agency’s 24/7 broadcasting mission is met. The agency is unaware of any other provider that can provide internet streaming services and quick resolution of attempts to block BBG broadcasts to mission critical markets. The agency intends to do replacement procurement within the six (6) month period to solicit, negotiate and reward a new contract for same/similar work during the same six (6) month period. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the required services. Interested firms must state how they would facilitate the above and include appropriate documentation describing the number of years they have been providing such services, and their demonstrative experience in providing internet streaming services, including a brief company history. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Myria Carpenter, Contract Specialist, Broadcasting Board of Governors/International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4300, Washington, DC 20237 by Wednesday, November 09, 2011 12:00pm EST. Telephone, email or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by BBG. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not an RFP, IFB, or RFQ.
