- A MARKET SURVEY IS BEING CONDUCTED TO DETERMINE IF THERE ARE INTERESTED AND QUALIFIED SMALL BUSINESS, HUBZONE SMALL BUSINESS, 8(a) SMALL BUSINESS, OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS CONTRACTORS FOR THE FOLLOWING PROPOSED PROJECT: Construct a 200-member Army Reserve Center (ARC). Primary facilities include land acquisition and construction of an ARC training building, Organizational Maintenance Shop (OMS), and unheated storage building. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning (Estimated 630 kWr/179 Tons). Project will be located 20 miles west of Kansas City, KS in Johnson County, in the Shawnee Business Park, located in the vicinity of West 43rd Street and Powell Drive. Contract duration is estimated to be 540 days with an estimated cost range between $10M - $25M. The current target ceiling for this contract is closer to $12M. NOTE: This is the estimated construction award amount and does not include real estate, S&A, DDC or contingency. NAICS is 236220. All interested SMALL BUSINESS, HUBZONE SMALL BUSINESS, 8(a) SMALL BUSINESS, OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS CONTRACTORS SHOULD NOTIFY THIS OFFICE IN WRITING BY MAIL ON OR BEFORE 10 NOVEMBER 2011 @ 2:00 PM EST. Responses should include: (1) Identification as a small business or verification of the company by the Small Business Administration, as either a certified HUBZONE, certified 8(a) small business or Service Disabled Veteran-Owned Small Business. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Past Experience as a prime contractor. Provide descriptions of your firm's past experience on projects with greater than 95% completion or those projects completed within the last 5 years which are similar in size, scope, and dollar value. Projects considered similar in scope to this project include new construction of national guard armories, army reserve centers, armed forces training centers, office complexes, education facilities, vehicle maintenance shops, and warehouses. Projects similar in size will include new construction projects with a single building or multiple buildings with a combined total of 40,000 SF. Construction of pre-engineered buildings does not count against the 40,000 SF. Projects of similar dollar value will be new construction projects with an original contract amount in excess of $10M. With each project experience provided, include current percentage of construction complete and the date when it was or will be completed. For each project submitted, include the original contract amount, modification costs, and size of the project (stories, SF, etc.), and mentor-protege relationships, the portion and percentage of work that was self-performed, whether the project was Design/Build or not, and a description of how the experience relates to the proposed project.
