- FLC Norfolk - Philadelphia Office intends to acquire survey and accreditation services in support of all Naval Medical Treatment Facilities (MTFs) located within and outside the Continental United States as required by Department of Defense Directive 6025.13. The contractor shall furnish the necessary personnel, materials, facilities, and other services as may be required to conduct on-site surveys of all Naval MTFs by a survey team of The Joint Commission (TJC). The required services will be procured on a sole source basis with TJC. Pursuant to DoD Directive 6025.13, all fixed MTFs, as well as hospitals and other facilities used by managed care support contractors, shall meet or exceed the standards of appropriate external accrediting bodies. This includes accreditation of all hospitals by TJC and participation, as directed by the ASD (HA), in all TJC quality management programs. TJC is the only source mandated by the DoD Health Affairs to provide the required survey and accreditation services. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. Award of a Firm Fixed Price contract is anticipated. The resultant contract will contain a base period encompassing 01 January 2012 through 31 December 2012, plus two (2) one-year option provisions to extend the term of the contract through 31 December 2014. The government anticipates award of a firm fixed-priced contract to satisfy the requirement. The proposed contract action is for services the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 3:00 p.m. E.S.T, 28 October 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse costs associated with creating an interest or capability statement. The applicable NAICS code is 813290.
