- NOTICE NUMBER: W5J9JE-12-S-0002 PURPOSE: This is a Sources Sought/Market Survey notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information for planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research which will be used to gain knowledge of interest, capabilities, and qualifications from interested general construction contractors who have the resources to perform the anticipated requirements. CLARIFICATION: Proposals are NOT being requested nor will they be accepted with this notice. Also, responses to this notice will not be returned. Whatever information is provided in response to this notice will be used to assess the market. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS NOTICE OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONES TO THIS NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME; THEREFORE, DO NOT REQUEST A COPY. PROJECT REQUIREMENTS AND OBJECTIVES: This project is for the planning, design, management and construction activities associated with procuring, installing lattice towers, conductors, insulators, and an OPGW ground conductor to rehabilitate the existing Naghlu to Surobi 110 KV Transmission line in order to establish electrical connectivity between Naghlu and Surobi substations. 1. The contractor will be responsible for procuring, shipping, unloading and storing transmission line materials and components at a secured site designated by him/her. 2. The contractor shall provide all equipment, labor and other skilled and unskilled personnel to install/repair the Naghlu to Surobi 110 KV Transmission line to specifications. 3. The contractor's senior construction personnel much speak fluent English and the construction foreman and the majority of electricians should have experience in the installation/repair of high voltage transmission lines. 4. All of the contractor's supervisory personnel and electricians should have at least 5 years of general transmission line experience. 5. The contractor shall have the ability to install transmission lines and experience in assembling the various components of the transmission line system. 6. The contractor shall provide designs for the repair of the Naghlu to Surobi 110 KV Transmission line. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance for this requirement, if solicited is approximately 13 to 18 months. PROJECT DOLLAR MAGNITUDE: In accordance with FAR 36.204, the dollar magnitude of this anticipated construction project is projected to be between $1,000,000 and $5,000,000. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS): The code applicable to this acquisition is 237120. CAPABILITY STATEMENT/INFORMATION SOUGHT: Responses to this Sources Sought/Market Survey notice shall be limited to ten (10) pages and shall include the following information as a minimum: 1. Offeror's name, address, points of contact, phone numbers, and e-mail addresses 2. Offeror's interest in bidding on the anticipated solicitation, if solicited. 3. Offeror's capability to successfully perform a contract of this magnitude and complexity. Provide at least three (3) examples of offeror's in-house capability to execute comparable construction projects work within the past three (3) years, to include a brief description of the project, customer name, points of contact (email and telephone), and timeliness of performance, customer satisfaction, and dollar value of the project. 4. Demonstration the capability as a prime contractor, to perform the work with his/her own employees. 5. Provide a copy of offeror's current and valid Afghanistan Investment Support Agency (AISA) license. 6. Offeror's joint venture (JV) information (existing and potential JV), if applicable, to include a copy of the JV's current and valid AISA license. 7. Offeror's familiarity with DBA Insurance and processing of claims. 8. A list of all current on-going projects to include contract number, contract title, contract dollar amount, percentage of work completed, complexity, projected finish date. 9. Describe the offeror's knowledge and availability to work in the proposed geographical area (i.e., Kabul, Afghanistan). SUBMISSIONS: Responses to this notice shall be transmitted by email to aldrich.a.nichols@usace.army.mil in either of the following authorized formats: Adobe Acrobat (.pdf), Microsoft Word (.doc), and Microsoft Excel (.xls). All responses shall be received on or before 9 November 2011, 3:00 p.m. local Kabul time. No paper copies will be accepted.
