- Description
- The National Institutes of Health is considering the option of migrating from a paper-based process to an electronic system for the submission of R&D contract proposals. Other portions of the contract management process-from proposal to award-already use electronic systems. Thus, analogous to the receipt of grant applications that occurs through Grants.gov, tools that allow for the secure submission of contract proposals via the Internet may be developed or be adopted at NIH. Electronic submission may entail the receipt of proposal information in PDF file formats that are text-extractable and have some structured data attributes that can link with the NIH-wide systems used for contract award management. This RFI does not seek information on marketplace solutions for such systems, although this may be sought in a later announcement. Before deciding on the adoption of any Internet-based system for electronic proposal submissions, feedback from the community of potential users, e.g. offerors, is needed for the concerns that follow: 1. Cite possible benefits to your organization or agency of an Internet-based electronic proposal submission system. 2. Cite possible drawbacks to your organization or agency of an Internet-based electronic proposal submission system. 3. Cite features, if any, that you or your organization would like to see in an Internet-based electronic proposal submission system. Please note any particular characteristics or capabilities that would be particularly helpful. 4. If your organization is a potential offeror to government solicitations, if applicable, discuss how an Internet-based electronic submission system would affect your ability to respond to an NIH solicitation. 5. Please give a term that describes your organization(for example, small business, for profit institution, non-profit, professional society, non-university research institution, public university, private university, medical school, government, etc.). This RFI notice is not to be construed as a commitment on the part of the Government to award a contract or grant, nor does the Government intend to directly pay for any information or responses submitted as the result of this RFI notice.
