Description
REQUEST FOR INFORMATION as defined in Federal Acquisition Regulations (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This Request for Information (RFI) is for planning purposes only and is issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research on behalf of the Joint Non-Lethal Weapons Directorate (JNLWD) to obtain information on responsible sources that can provide a compact, lightweight, prime-power system that will enable the development of directed energy (DE) non-lethal (NL) capabilities Background: The JNLWD is conducting market research for compact, lightweight, prime-power technologies. The JNLWD wants to develop long-range DE systems that can be used in a stand-alone configuration or integrated onto small tactical vehicles for a range of NL applications. A key component to enable the development of these systems is a prime power system that can achieve the required performance in a compact size. The prime power system for NL DE capabilities can be quite different from continuous AC/DC power generators or sources because they need large amounts of power for only short but numerous timeframes. An example load versus time profile for a NL DE system would be 100% load for 5 minutes and 25% load for 55 minutes each hour. The prime power systems must be capable of achieving or exceeding the key performance specifications listed below. Key Performance Specifications The following are the key performance specifications for the prime power system. Average power output: 150 kW to 250 kW Fuel type: JP8 Fuel Fuel Efficiency: > 4.6 kWh/kg at 75% load factor, > 4 kWh/kg at 25% load factor Operating temperature range: -50 °C to +50 °C Output voltage: 345 VDC +/- 10% Efficiency: 96% efficient generator head Threshold: 6,000 W/ft3 (threshold), 16,000 W/ft3 (objective) Threshold: 100 W/lb (threshold), 500 W/lb (objective) Shock/Vibration Specifications: To be fully described in the information provided by the submission System Reliability Specifications: > 10000 hr mean-time-between-failure (MTBF) desired System Availability: >0.95 JNLWD will host an Industry Day to establish a dialogue with interested potential vendors and to answer questions on the background and technical issues pertaining to a compact, lightweight, prime-power system for high power microwave (HPM) and radio frequency (RF) non-lethal capabilities. This Industry Day will occur on Friday, 04 November 2011 from 2:30 p.m. to 4:30 p.m. at American Systems Corporation, 3600 Pointe Center Ct., Suite 250, Dumfries, VA 22026. Parking is available at this location. The conference space can accommodate 104 seats so we request contractors limit company attendance to no more than two representatives. The first 91 respondents are guaranteed seats. Additional requests will be placed on a wait-list. Attendance is restricted to pre-registered applicants possessing photo identification on arrival. This meeting is UNCLASSIFIED; no visit request is required. The meeting will begin promptly at 2:30 pm EDT. We recommend that you plan to arrive no later than 2:00 pm to accommodate for check-in delays. If the attendee is a U.S. citizen, please provide the following information to gerald.francom@usmc.mil not later than 12:00 pm on Wednesday, 02 November: full name, company name, e-mail address, contact phone number, and mailing address. If the attendees is a foreign national, you will need to provide your passport and the following contact information to the American Systems Security Office at least five business days prior to the meeting (by 12:00 pm Friday, 28 October): name, address, phone number, e-mail address, company they represent, company address, company phone number and company website. Responses to this RFI should be limited to ten pages, single spaced, in 10 point or greater font and include the following: 1. A cover page, not included in the page count, identifying the submitting organization, its CAGE Code and mailing address, and a technical point of contact with corresponding telephone number and email address. The cover page should also indicate the organization ™s size, i.e. Large, Foreign, Small, Small Disadvantaged, 8 (a), Woman-Owned Small Business, HUBZone concern, Veteran-Owned Small Business, or Service-Disabled Veteran Owned Small Business. 2. A brief description of the prime power system that is capable of meeting the requirements stated in this RFI. A description of the technical maturity level of the prime power system should be provided, including the steps and risks associated with maturing the systems to a technology readiness level of 5 or 6. 3. The North American Classification System (NAICS) code for this effort is 334419 - Other Electronic Component Manufacturing and Federal Supply Group (FSG) 10. Firms shall indicate their business size based upon NAICS code 334419. 4. Any information that the responder considers to be proprietary should be clearly marked. The Government will protect such information in accordance with applicable law and regulation. PLEASE NOTE: NOTICE OF GOVERNMENT USE OF CONTRACTORS AS ADVISORS The Government intends to utilize the services of the technical consultants and advisors listed below to review the information submitted in response to this Request for Information (RFI). These representatives will only be used to advise on specific technical matters and will not, under any circumstances, act in a decision-making capacity. All such personnel will be required to execute a use and non-disclosure agreement to preserve and protect any proprietary information disclosed to them. It is anticipated that the following entities will be involved in the review of the responses to this RFI: American Systems Corporation Your submission in response to this RFI constitutes your agreement and permission for the review of your submission by the aforementioned organizations, entities, and individuals. You are entitled to require that these organizations, entities, and individuals sign a non-disclosure agreement with you, in addition to the agreement that they sign with the Government. Please make this request clear in your submission and include your required non-disclosure agreement. The JNLWD will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements (as-is or with minor modifications) outlined above. The Government may elect to conduct one-on-one discussions with industry based on its analysis of the RFI responses. Please note that the Government is under no obligation to conduct these sessions. The Government may ultimately develop and issue a Request for Proposal (RFP); however, the Government is under no obligation to issue an RFP. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the RFI. Interested parties are requested to submit a response in an Adobe Acrobat Portable Document Format (.pdf) or Microsoft Office compatible format by 30 November 2011.
