Document Type: Pre-Solicitation Notice Solicitation or Reference Number: Reference Number SDBI-12-0001 Posted Date: 21 Oct 11 Response Date: 10 Nov 11 Archive Date: 31 Dec 11 Classification Code: 10-Weapons NAICS Code: 332993 The proposed contract action is for support of the Small Diameter Bomb and Focused Lethality Munitions. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, but all proposals received with fifteen(15) days after publication of synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Air Armament Center (AAC), Eglin AFB, FL anticipates awarding a sole source Firm Fixed Price (FFP) contract to The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, Missouri, 63134, based on the Federal Acquisition Regulation 6.302-1. The FFP contract anticipates a period of performance of one (1) year and a one (1) year option. Requirements under this Firm-Fixed Price contract is anticipated to include contractor support efforts for the integration, sustainment, testing, upgrades, and software updates to the Small Diameter Bomb (SDB I) System (weapon and carriage). The Contractor may also conduct studies and analyses related to current and future expansion of system performance, simulation,FLM, modeling, test hardware, technical support, aircraft integration, procurement of all associated test hardware to support the activities and repair of non-warranted assets. The contractor is anticipated to provide FLM, technical, logistics, and engineering support required to maintain GBU-39A/B and the GBU-39/B weapons and SDB I carriage systems. The contractor may also support preparation for and development of a Windows based Munitions Application Program. Lastly, the contractor is anticipated to assure BRU-61 carriage system readiness by reducing maintenance downtime associated with organic organizational level repair. The contractor shall provide all necessary materials, labor, shipping, storage, and authorizations to promote availability of BRU-61 carriage spares to the designated location. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. Any offerors responding to this notice must provide evidence of capability to perform the above requirements to include the detailed knowledge and capabilities of the requirements above. The Boeing Company is the only known existing source of the technical expertise to support this requirement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
