- The U.S. Environmental Protection Agency (EPA), Western Ecology Division (WED) National Health and Environmental Effects Research Lab (NHEERL), Corvallis, Oregon, intends to negotiate a firm fixed price basis award to furnish and install a Direct Digital Control System. The Contractor shall furnish all labor and materials to install The Direct Digital System comprised of server, software and monitoring and control of boilers and chillers. The work includes installation of server with software which shall have unlimited points, all software options, server setup, and operator training; installation of communication cable to the various monitoring and control points of the boilers and chillers, cable shall be plenum rated random exposed where concealed and accessible and installed in EMT where exposed. Reuse of existing control valves; installation of routers and controllers necessary to monitor points; furnishing engineering drawings, programming, complete color graphics, control system startup and commissioning; furnishing graphical floor plans depicting the zones allowing point and click capability and incidental related work will be required. Setup shall include 16 hours of on-site training on a Web based operating system and graphical user interface for up to six attendees. Training shall include manuals and training CD?s. The contractor shall provide on-site supervision of all installation, commissioning and acceptance activities. All contractor personnel shall receive 1-hour briefing by EPA personnel on specific safety and security issues. All contractor personnel and subcontractor personnel must comply with EPA/NHEERL safety and security measures while working at NHEERL. Typically, work may be undertaken at NHEERL between the hours of 7:00 AM to 5:00 PM Monday through Friday, with the exception of Federal holidays. Award will be made on a Best Value, Technically Acceptable Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant corporate experience. It is anticipated that the solicitation will be posted on or about November 8, 2011 at the EPA home page on the World Wide Web (www.epa.gov).
