Description
Any questions regarding this solicitation should be addressed to Regi' Troullier Lowery, Regi.lowery@usace.army.mil The Seattle District Corps of Engineers will issue a solicitation as part of the U.S. Army Corps of Engineers, Northwestern, Southwestern, and South Pacific Divisions' Multiple Environmental Government Acquisition (MEGA) plan, for Environmental Consulting Services (ECS). A firm, fixed-price and cost reimbursement Request for Proposal for a 100% - 8(a) Small Business Set-Aside, Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) for Environmental Consulting Services within the Northwestern Division, and other areas of responsibility will be issued. This solicitation will facilitate award a target of three (3) contracts (potentially fewer or more), with a maximum shared capacity of $60 million. Evaluation of proposals will be performed on a "cost trade-off best value" basis. The contracts awarded under this solicitation will be an IDIQ MATOC for Environmental Consulting Services for projects within the Northwestern Division. The small business size standard is $7 million. The contracts awarded will include firm-fixed price and cost reimbursement features for a wide range of environmental consulting services. The subsequent task orders will be issued under the NAICS Code 541620 - Environmental Consulting Services. The majority of the task orders that will be issued under this ECS contract will be to provide multimedia environmental and occupational safety and health related services to USACE for Department of Defense (DoD) and other federal agencies. The term "multimedia" refers to the need for services in all major Federal, State and local environmental and occupational and safety and health regulatory areas. The intent of the ECS contract is to expand on the services acquired under the NAICS code 541620 to provide full environmental compliance support to USACE customers. This will not be an Architect-Engineer (A-E) or Construction contract. Task orders may use performance-based Statements of Work. Contracts will have a base period of three years and an option to extend the contract for an additional two-year period. Proposal Evaluation: Technical proposals will be evaluated on an adjectival basis. Major evaluation areas of each offeror's proposal, in descending order of importance, include: Technical Requirements (Previous Experience, Resumes of Key Personnel, Organizational Structure); Performance Risk/Past Performance; Corporate Plans, Practices, and Procedures; and Cost/Pricing which will be subjectively evaluated. A sample project will be included in the solicitation, and contractors will be required to complete separate pricing information for the project. Offerors: Please be advised of on-line registration requirements in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-866-606-8220. Additionally, contractor's ORCA representations and certifications are required to be updated annually to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update. This solicitation will be issued in electronic format only and will be available to download on or about 25 November 2011 at: http://fbp.gov. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download not earlier than 15 days following the posting of this synopsis. Pursuant to FAR, the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The proposal due date will be noted on the solicitation at the time of issue. Technical questions will not be addresses at this time. Technical questions will be addressed through an online system during the solicitation period. Copies of this solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents will be posted to the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil) and made available for viewing in FedBizOpps (http://www.fbo.gov). NOTE: There are no plans, specs, or drawings associated with this synopsis at this time. Any plans and specifications will be available for download on the FedBizOpps website ONLY. Compact Disks will not be sent out and an Interested Parties List will be available on the FedBizOpps website. Instructions to access technical data, the interested parties list, and the associate software required (viewers) to view the project plans and specifications will be made available on the Seattle District Contracting Division web page (https://www.nws.usace.army.mil/html/ct-m/webpage.htm), AFTER the solicitation is posted. All amendments will be posted in FedBizOpps. It shall be the contractor's responsibility to check the website for any amendments. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. Interested parties are reminded that they are responsible for checking for new information posted to FedBizOpps. A contract award may or may not result from this solicitation, and all costs associated with preparing proposals are at the contractor's own expense.
