- This procurement was previously advertised under synopsis number N69450-11-R-0774. Due to the start of the new Fiscal year, this new synopsis is being issued. The resultant solicitation will be issued under this new solicitation number, N69450-12-R-7580. Please update your interested vendor registration under this new solicitation number to ensure you receive notices of any changes. The Naval Facilities Engineering Command Southeast, NAS Jacksonville, Florida will use Federal Acquisition Regulation Part 15 Contracting by Negotiation, to procure Utilities Base Operational Support (UBOS) for its utilities operations located at U.S. Naval Station Guantanamo Bay (GTMO), Cuba. This acquisition will provide UBOS services for Facility Investment, Other (Swimming Pools), and Utilities (Electrical, Wastewater, and Water.) The primary North American Industry Classification System (NAICS) for this requirement is 561210, ($35,500,000.00) Facilities Services. Procedures for evaluating proposals will be Best Value Source Selection Tradeoff Process in which price and technical factors will be approximately equal and award may be made to other than the lowest priced offer or other than the highest technically rated offer. This is a performance based follow-on services acquisition. The contract structure will be a combination Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle. The performance period will include a one year base period and four six-month option periods, for a total contract performance period not to exceed three years. The current contract expires on June 30, 2012, therefore the base year for this UBOS contract is projected to commence on July 1, 2012 and run through June 30, 2013. This acquisition approach ensures continuity of critical base operations support services.
