Description
RFI#OS78819_Data Simulation and Modeling Project 1. This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes. 2. This RFI is being issued by the Department of the Health and Human Services, Program Support Center on the behalf of the Office of the CIO and Immediate Office of the Secretary. This RFI is issued solely for information and planning purposes only as defined in FAR 15.201(e) to obtain comments on preliminary requirement specifications and capabilities for planning purposes. This request for information does not commit the Government to contract for any supply or service. 3. BACKGROUND : In the past year, provisions of the HiTECH Act and the Patient Protection and Affordable Care Act have new requirements for the use of data in design of health benefits; comparison of quality, cost, and outcomes; evaluation of population health outcomes in the context of health care delivery system design; and many more. It is anticipated that use of modeling and simulation platforms will be in high demand for policy makers and researchers, and ultimately, health care providers, to develop better situational awareness, and relevance of their own information to modeled populations. Refer to attached RFI for further information. 4. PURPOSE AND OBJECTIVES: HHS is seeking the use of a modeling and simulation platforms and software services that can be used in a variety of research and policy applications for health and health care. Across HHS, multiple programs and offices are engaged in research and analysis that use various data sources to inform policy and program decision making. The use of modeling and simulation software will enable improved capability and reliability of the results from research and analysis efforts. The insights gained from the use of the modeling and simulation may be used in policy formulation, design of research projects, support new hypothesis generation, promote construction of new analytic frameworks, inform survey design and methodology, and other applications. Refer to attached RFI for further information. 5. PROJECT REQUIREMENTS: Refer to attached RFI. 6. CAPABILITY STATEMENT /INFORMATION SOUGHT: All potential sources with the capability to provide the requirements referenced in this RFI are invited to submit their responses in writing. This information must demonstrate the responder's ability to fulfill the requirements and be responsive to the technical questions in this RFI. Additionally, the Government is seeking information/comments from the industry regarding capturing industry best practices in the Government's objectives and requirements. Refer to attached RFI for further information. 7. INFORMATION SUBMISSION INSTRUCTIONS: A. Responses to this RFI must include the following: 1. A cover sheet which includes: a. RFI # and Title; b. Vendor Company Name; c. Address; d. Point Of Contact; e. Email Address; f. Phone Number; g. Vendor DUNS, Business Size; and h. A list of all NAICs codes as identified in the vendors Online Representations and Certifications Application (ORCA). If applicable, your GSA or other available Government wide contract vehicle. 2. Responses to questions posed in the RFI and respondent's comments related to the Government's requirement are not to exceed 20-pages. 3. Capability Statements and Marketing materials are not to exceed 10 pages and should be provided as an attachment. B. Submission Format: 1. The submittals in response to this RFI shall have standard 1" margins all-around and the font size shall be no smaller than 12 pt. Responses shall be in Microsoft Word or PDF format. 2. Responses shall be submitted via e-mail only, to the Contract Specialist, Wendy Cruz, at wendy.cruz@psc.hhs.gov. Please reference the RFI Title "Data Simulation and Modeling Project" and RFI #OS78819 in the submissions and in the subject line of the email. C. Submission Deadline: 1. Responses shall be emailed to the Contract Specialist no later than November 4, 2011 by 2:00PM EST. 8. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Respondents will not be notified of any results derived from a review of the information provided; however information gathered may be utilized to assist the Government for technical and acquisition purposes. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
