Description
The National Highway Traffic Safety Administration (NHTSA) is a part of the United States Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries, and reduce health care and other economic costs associated with motor vehicle crashes. In 2007, Congress enacted the Energy Independence and Security Act (EISA), which in part, directs the Secretary of Transportation to establish a program which provides consumers with information on the rolling resistance of vehicle tires. More specifically, Section 111. of the Act states that the Secretary shall "... promulgate rules establishing a national tire fuel efficiency consumer information program for replacement tires designed for use on motor vehicles to educate consumers about the effect of tires on automobile fuel efficiency, safety, and durability." Requirements of the program include: "...a national tire fuel efficiency rating system for motor vehicle replacement tires to assist consumers in making more educated tire purchasing decisions..." and "...specifications for test methods for manufacturers to use in assessing and rating tires to avoid variation among test equipment and manufacturers..." In accordance with these requirements, NHTSA published a final rule adopting international standard ISO 28580:2009(E) as the test procedure to be used in obtaining tire efficiency (or rolling resistance) ratings for passenger car replacement tires. The measurement of rolling resistance requires precise instrumentation, calibration, test conditions, and test equipment for repeatable results. Although these requirements can be met, NHTSA research has shown that a great variation in test results can occur between test laboratories and test equipment. To address these variations and to ensure that test equipment used by various tire manufactures are aligned to a single test machine (i.e., test measurement results from different test laboratories can each be aligned to the single, aforementioned alignment lab's reference machine using the ISO 28580 process so that data from these different laboratories can all be compared to each other) ISO 28580 requires the establishment of a reference laboratory and a reference (or alignment) test machine. Under the awarded contract (anticipated to include a two-year base and three one-year option periods) DOT will identify the contractor as the single reference laboratory against which all tire efficiency (rolling resistance) equipment for passenger care replacement tires shall be aligned in accordance with the ISO 28580 process. All costs associated with the establishment and operation of this Alignment Laboratory shall be borne by the contractor and financed through fees it charges to its customers (both private industry and, on occasion, the federal government) for providing these alignment services. Alignment service fees shall be proposed (on a firm-fixed price basis) by the contractor for the two-year base and each of the three option years and, upon conclusion of negotiations between the government and contractor if necessary, shall be included as part of the resultant contract. The contractor will also be required to provide the government with periodic reports which will provide contract status, describe alignment work performed, and provide data generated by testing under this contract. Costs associated with the preparation and submission of these reports will be reimbursed by the government at firm fixed prices established in the awarded contract. The NAICS Code for this contract is 541380. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the government's intention to award a firm fixed price contract, under full and open competitive conditions, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based upon price and the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about November 15, 2011.
