Description
This is a request for information only. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market as well as facility and date availability for multiple Post-Mobilization Yellow Ribbon Reintegration and Freedom Salute events during the months of March, April and May, 2012. In the event adequate small business contractors are not available for adequate competition, the requirement(s) will be advertised as unrestricted. The primary type of work will include lodging, conference space (general session, vendor booth area, and approximately 6 breakout areas per event) and catering under the North American Industry Classification System (NAICS) code 721110. The small business size standard for this NAICS is $30.0 million average annual revenue for the last three fiscal years. Any award(s) will be firm fixed price. Final numbers for lodging and catering will be provided fourteen (14) calendar days prior to each event. The flexibility of event dates will be dependent upon the dates determined to meet Post-Mobilization Reintegration requirements (i.e. time constraints for event to be held based on deployment return date, only one event to be conducted per weekend, unit events not being on back to back weekends, etc.) while maximizing competition. Events will be held on Saturday and Sunday with lodging required on Friday and Saturday. In addition to a general session room capable of sitting the estimated number of attendees in rounds, and capable of being broken down into three separate areas of equal distribution with a refreshment area, six (6) breakout areas will be required per event. Three of the breakout areas will require 9SF per person with an estimated 60 in one area, 110 in a second area and 45 in a third area. Three to four round tables and chairs for eight per table will be required in the larger breakout rooms. In addition, an administration area for 5-10 people, a vendor area to accommodate 30 vendors, including tables and two chairs per vendor, and the estimated number of attendees, and a counseling area which provides group and/or individual private counseling for eighteen (18) people (up to 6 people per group - i.e. one room with three round tables in separate sections of the room, etc.) will be required. Current event date restrictions, estimated quantities and geographical areas of consideration are as follows: March 2012 - All weekends are currently available for consideration. (NOTE: March 31 - 1 April is considered an April event.) One event will be for an estimated attendance of 1,000 and the area of consideration is Richmond, VA (from Route 288, north-west to I64 and east to I295; from I295 north to I64). It is anticipated approximately 375 lodging rooms will be required with approximately 95% of the rooms needing two beds. A second unit will be covered by two separate events, each with an estimated attendance of 1,200 per location. It is anticipated each event will require approximately 400 lodging rooms with 95% of the rooms needing two beds. One event will be held in the area of Richmond, VA to Fredericksburg, VA. A second event will be held in the Tidewater, VA area including the areas of, Virginia Beach, Norfolk, Portsmouth, Chesapeake, Hampton and Williamsburg, VA. April 2012 - April 7-8 and 21-22 are not available for consideration. One event will be for an estimated attendance of 1,000 and the area of consideration is Richmond, VA (from Route 288, north-west to I64 and east to I295; from I295 north to I64). It is anticipated approximately 375 lodging rooms will be required with approximately 95% of the rooms needing two beds. Another event will be for an estimated attendance of 450 and the area of consideration is Staunton, VA, north to Harrisonburg, VA and east to Charlottesville, VA. It is anticipated approximately 150 lodging rooms will be required with approximately 95% of the rooms needing two beds. A third unit will be covered by two separate events (one in April and one in May), each with an estimated attendance of 1,200 per location. It is anticipated each event will require approximately 400 lodging rooms with 95% of the rooms needing two beds. One event will be held in the area of Richmond, VA to Fredericksburg, VA. A second event will be held in the Tidewater, VA area including the areas of, Virginia Beach, Norfolk, Portsmouth, Chesapeake, Hampton and Williamsburg, VA. May 2012 - May 12-13 and 26-27 are not available for consideration. See note above, in April, where one half of the unit will be in either April or May. A second event will be for an estimated attendance of 450 and the area of consideration is Staunton, VA, north to Harrisonburg, VA and east to Charlottesville, VA. It is anticipated approximately 150 lodging rooms will be required with approximately 95% of the rooms needing two beds. Multiple awards may be made. However, it is the government's intention to make only one award per event. If this sources sought announcement identifies only a limited number of sources (less than two) capable of meeting the space requirements during Post-Mobilization Reintegration time restrictions, a single award may be made without further notification. Responses shall not exceed two (2) typewritten pages and shall include the following information: (1) Positive statement of intent to quote as a prime contractor, (2) Identification of firm with the assigned Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number, Commercial and Government Entity (CAGE) code and appropriate socio-economic status, (3) A listing of date(s) facility is available to host the event(s), (4) Identification of resources (including key personnel, parking availability and pricing, and use of subcontracted facility(ies)) available to the contractor to meet the requirements (i.e., space within own facility and/or facilities contractor will propose to utilize to meet the requirement, including location of the additional facility(ies) from the contractor's facility and methods of transportation to and/from the event and lodging, etc.). All interested concerns shall provide this office, in writing, a notice of intent to quote no later than 5:00 p.m. ET, Friday, October 28, 2011. to Rebecca Fowler.
