Solicitation Number: VA-241-12-Q-0062 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-12-Q-0062 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-53, July 05, 2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as full and open competition. The North American Industry Classification System (NAICS) code is 621420, and the size standard is $10.0 million. (v) This requirement consists of two (2) line items, as stated below in the Statement of Work: 1.Provide CPT Training Workshop lasting two days 2.Provide phone consultation to VA clinicians for (250 hours approximately 8 clinicians at a time) Contractor shall submit a total price for holding the workshop and a price for per hour phone consultation. (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: CPT Trainer/Consultant SOW Introduction/Scope of Work: The VA National Center for PTSD, Women's Health Sciences Division (WHSD) has received funding for a national initiative aiming to train VA mental health clinicians nationally in Cognitive Processing Therapy (CPT). Since there are very few CPT experts within VA already who are eligible to conduct CPT trainings and provide consultation after the training, we are collaborating with CPT experts outside of the VA for these services. Specific Mandatory Tasks and Deliverables: 1.Training Workshop- The contractors will conduct one CPT Training Workshop lasting 2days in FY-12. During the workshop the contractor will be responsible for teaching VA clinicians how to implement CPT in a group or individual format. The contractor will follow specific learning objectives and will utilize various training materials during the workshop, including training slides, video examples, handouts and a therapist manual. The contractors will be reimbursed according to federal government guidelines for travel expenses incurred in FY-12 as a result of traveling to the CPT Training Workshop and attendance at the Annual Trainer's Conference training. 2.Phone Consultation- The contractors will provide phone consultation to VA clinicians (approximately 8 clinicians at a time).Contractor will provide separate sessions of phone consultation totaling approximately 250 hours throughout the year. General Requirements: The contractors shall provide a detailed work plan with all tasks and delivery dates clearly indicated. The contractors shall submit all deliverables to the WHSD Director for review and approval. Period of performance is from time of award to September 30, 2012. Specific Requirements: "The contractors will have demonstrated successful past experience using CPT routinely in clinical settings. "The contractors will have attended the CPT Train-the-Trainer Conference in January 2007 sponsored by the NCPTSD WHSD and the VA Office of Mental Health Services. "The contractors will have experience in conducting CPT trainings to groups of 30-40 clinicians at once. "The contractors will be determined eligible to provide these above services by Dr. Patricia Resick, Original Developer of CPT and WHSD Director. (vii) Delivery FOB Destination to VA Medical Center: Site for work shop will be determined upon award. (viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the following addenda, (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical capability of the item offered to meet the Government requirement (ii)Price (iii)Past performance and experience with CPT Training All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE SUBMITTED QUOTE, unless offeror has a current ORCA certification. A copy of the provision may be attained from http://www.arnet.gov/far; (xi) 52.212-4 Contract Terms and Conditions - Commercial Items: apply to this solicitation with the following addenda; VAAR 852.273-76 Electronic Invoice Submission, and VAAR 852.246-71 Inspection.
