- ATTACHMENT 1 - Figure 1 Purpose of the Announcement: This is a Sources Sought notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of organizations. Your responses to the information requested will assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. The National Children's Study, National Institutes of Health seeks capability statements from interested and qualified potential sources for the completion of an Information Management System. Background/Objectives The Eunice Kennedy Shriver National Institute of Child Health and Human Development (the NICHD), National Institutes of Health (NIH) serves as the lead agency for the National Children's Study (NCS or the Study), a longitudinal cohort study to examine the effects of the environment, broadly defined to include the biological, chemical, physical and psychosocial-cultural environments, as they interact with genetic potential to impact growth, development, and health of children across the United States. Participants will be followed from before birth to age 21 years. The goal of the Study is to improve the health and well-being of children by contributing to understanding the influence of multiple factors, both negative and mitigating, on health and disease. As the research progresses, findings from the Study will be made available to researchers and to the public to facilitate further study and to guide health practice and policy. Additional background about the Study is available on the Study Website (www.nationalchildrensstudy.gov). Required Capabilities for Provision of NCS Information Management Systems The National Children's Study requires an Information Management System (IMS) that is based on the principles of modular, interoperable, non-proprietary architecture using international data acquisition and transmission standards. This approach will help ensure that the system can adapt to an ever evolving environment, maintain maximal compatibility with other systems, and be readily learned and adopted. The Contractor shall implement, operate, manage, maintain and update, as necessary, an integrated IMS that complies with NCS standards and requirements, incorporates the functionality needed to perform data acquisition, case management, quality control and interface with the centrally-based components of the overall NCS IMS needed for management of the Study. The NCS Program Office provides a set of Master Data Element Specifications (MDES). The data acquisition process flow is that field data, including operational data elements, are acquired and stored locally and then transmitted securely on a fixed scheduled to a central data repository. Local storage allows for preliminary error checking and quality control compliant with the NCS MDES and process flow prior to data transmission to the central data repository. The Contractor shall implement data acquisition and management systems that (1) meet all required security standards as defined by FISMA and the Study; (2) can execute all modes of Computer-Assisted Interviewing, such as in-person, telephone, web, and audio self-interviewing; (3) provide comprehensive case management, data tracking, and reporting for all activities supported under the contract; (4) ensure accurate and timely reporting; (5) support integrated quality assurance/quality control procedures. The Contractor shall also implement any supporting systems necessary for the overall management of the Study Locations in fulfilling the total set of ROC responsibilities under this Statement of Work for a project of this type. The instrument development tools and data collection platforms must incorporate sufficient flexibility and capability for complex collection and flow to meet a broad range of NCS needs. The required IMS consists of a number of integrated systems that will be used to support all NCS operational activities. IMS applications are categorized into three primary groups: • Data Capture and Management Systems: These systems will include support for listing, sample management, data and specimen collection, shipping, forms/image receipt control and management, assignments and scheduling appointments, cash management, and correspondence. • Support Systems: These systems provide support in managing and tracking ancillary support needs, including tracking and shipping of supplies and assets, management of documents, training and certification management, Institutional Review Board (IRB) materials and approval tracking, and management of the review process for requests for the use of NCS specimens, data, adjunct studies, or other related publications. • Quality Control and Data Delivery Systems: These systems support the quality assurance reviews and general data management. Support includes monitoring reports (including Data Safety Monitoring Boards (DSMB), Coordinating Center, Program Office), tracking of data changes/issues, metadata maintenance, management of study protocol/analysis changes, management of survey weights, and full data cleaning/editing/coding support. Creation and management of data releases as limited use, public use, and internal analytic files are also included. The contractor must be capable of providing a broad range of IMS functional capabilities. Figure 1 in Attachment 1, shows the range of functional capabilities which will have to be present within the overall IMS to satisfy the needs of the NCS. Responses: Capability statements in response to this announcement should be no longer than 10 pages inclusive of all material. Capability statements shall demonstrate the availability and capability of organizations including the estimate of time required to design, develop, test and implement the IMS that meets the Required Capabilities for Provision of NCS Information Management Systems. The Contractor shall implement, operate, manage, maintain and update, as necessary, an integrated IMS that complies with NCS standards and requirements, incorporates the functionality needed to perform data acquisition, case management, quality control and interface with the centrally-based components of the overall NCS IMS needed for management of the Study. Responses will be evaluated on the basis of experience, expertise, and capabilities in the following technical areas: • Understanding of the National Children's Study scope, approach, and complexities and their relationship to the NCS IMS objectives. • The organization's history of successful completion of projects in support of longitudinal cohort studies similar in size and complexity to the NCS including the quality of technical performance and adherence to schedule and budget. • The organization's understanding and history of delivering IMS based on modular, interoperable, non-proprietary architecture using international data acquisition and transmission standards. • The organization's understanding and history of delivering IMS for Data Capture and Management Systems, Support Systems as well as Quality Control and Data Delivery Systems for longitudinal cohort studies similar in size and complexity to the NCS • The organization's understanding and history of delivering IMS in compliance with the Federal Information Management Security Act (FISMA) as well as the privacy laws and regulations by which the Department of Health and Human Services (DHHS) is governed or the DHHS enforces. Interested organizations that believe they possess the capabilities necessary to undertake this project should submit electronic copies in addition to two (2) hard copies of their capability statement, addressing the areas above. Please limit responses to Ten 10 pages or less. Any proprietary information should be so marked. Written capability statements should be received by the Contracting Officer by no later than 4:30PM Eastern Time on November 4, 2011. Capability statements must identify the business status of the organization (i.e. educational institution, non-profit, large business, small business, 8 (a), or other corporate or non-corporate entity). NO COLLECT CALLS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL IN ADDITION TO THE 2 HARD COPIES.
