Description
The Uniformed Services University of the Health Sciences (USUHS) located on the Walter Reed National Military Medical Center in Bethesda, MD intends to negotiate on a sole source basis with The Jackson Laboratory in Bar Harbor, Maine for approximately 1,232 female B6D2F1 mice, ranging from 8-9 weeks or 10-11 weeks old. These mice will be used in the study/protocol entitled, "Combined hematological and proteomic approach for radiation dose assessment in triage biodosimetry applications studies using laboratory mouse (Mus musculus)." This supply requirement will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Jackson Laboratory is the sole provider of this specific genetic strain (B6D2F1) of female mice with the same intestinal bacteria microflora as those B6D2F1 mice already in use for biomedical research in the above listed research project. The intestinal microflora of the requested animals must be similar to that of the intestinal bacterial microflora of mice already used in the research effort. The purchase of these mice will allow for the continuation of biomedical research with this animal strain. The data derived from the use of these mice will be compared to similar and relevant data collected over 25 years. For example, responses to radiation, bacterial challenge, and treatment for radiation protection are known and are all linked to the specific genotype of the animal. Responses to the B6D2F1 strain of mice from The Jackson Laboratory have already been established. Continued research with B6D2F1 mice will allow a strict biological and statistical comparison between the data collected with the use of these requested animals to that from previous research with B6D2F1 mice from The Jackson Laboratory. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirement as specified. A determination by the Government not to compete this proposed action based upon responses received is solely within the discretion of the Government. Responses must be received via email at melissa.marcellus@usuhs.mil by no later than 3:30pm EST on 29 October 2011.
