- Draft PWS The Center for Domestic Preparedness (CDP) is a federal operated nationally recognized training facility located in Anniston, Alabama, that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) and mass casualty incidents. The training level of effort will be approximately 14,000 resident and 10,000 non-resident students annually. The Center for Domestic Preparedness is conducting a market survey to determine the availability and technical capabilities of qualified businesses to perform Training Delivery Services. The Contractor shall provide all support services as identified in the Performance Work Statement. The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives of the Performance Work Statement. The primary functions to be performed are training course management, delivery (instruction), training safety operational management, equipment management, and logistical support. The training must be delivered by qualified instructors and/or subject matter experts. The training delivery contractor is the focal point of training operations for the CDP programs. The contractor will be responsible for overall course management and delivery. In performing these functions the contractor shall provide all labor, supervision, administration, and equipment unless specifically identified as Government furnished. The Performance Work Statement encompasses all activities required to manage and deliver courses. Interested firms with capabilities of providing the required services are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for small business concerns. The intended procurement will be classified under the North American Industrial Classification (NAICS) code 611430: Professional Management - Development of Training, with a size standard of $7M. All respondents are required to identify their firm's size and type of business. The capability statement at minimum should address the following factors: 1. An understanding of the scope and objectives in providing training delivery services, 2. A proposed method for providing comprehensive training delivery services, 3. A demonstrated understanding and/or experience in performing training delivery services on/for a training facility, 4. The ability to select and secure sufficient competent personnel to meet productive, supervisory requirements, and subject matter experts (SME) requirements, 5. Demonstrated capabilities and/or experience to meet administrative and technical requirements, 6. Demonstrated capabilities/experience of meeting contract management requirements (demonstrated experience in managing government contracts), 7. A demonstrated capability of meeting instructional staff requirements for CDP resident and non-resident training schedules, 8. Demonstrated capability/experience of meeting the requirements for the Contactor Employee Reliability Program (CERP), 9. A capability to provide equipment management and logistical support of all training requirements to include: resident and non-resident training venues, 10. Demonstrated capability/experience of meeting the safety operational management requirements for training delivery services on/for a training facility. Interested firms responding to this sources sought notice shall provide a capabilities statement demonstrating their experience, skills, and abilities to fulfill the Government's requirements described in the Performance Work Statement and addressing the factors above. The capabilities statement shall be in sufficient enough detail so that the Government can determine the experience and capabilities of your firm to provide the requirements above, but shall not to exceed 30 single sided single spaced pages of a font size no smaller then 12 point. The capability statement should have attached a minimum of three (3) business references with current contact information relevant to the primary functions of this requirement as described in the Performance Work Statement.
