Description
THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO COMPUTER SCIENCES CORPORATION FOR CONTINUATION OF EXISTING MISSION ESSENTIAL WORK FOR THE DEFENSE TECHNICAL INFORMATION CENTER (DTIC) WHS Acquisition Directorate intends to issue a contract to Computer Sciences Corporation on a sole source basis under authority of FAR 6.302-1(a)(2), only one responsible source and no other services will satisfy the agency's requirements. The initial contract will be for a period of approximately four months, from January 2, 2012 through April 30, 2012, and will include 2 one-month option periods. The options are being included to extend the performance period on a month-to-month basis should the follow-on competitive award be delayed. The current acquisition strategy is to procure follow-on services via the Net-Centric Integrated Enterprise Information Technology Solutions (NIEITS) Multiple Award Contract (MAC). This sole source award will provide for an approximate 30-calendar day transition phase with performance currently projected to commence on April 1, 2012 under the follow-on competitive task orders, resulting from the award of the basic multiple award contracts from the NIEITS solicitation. The delay in issuing the follow-on competitive task orders is due to pending litigation regarding the NIEITS contract awards resulting from solicitation HQ0034-10-R-0046, which is under review by the U.S. Court of Federal Claims. This contract is being sought for continued support to provide the Defense Technical Information Center (DTIC) with functional processes and technical solutions related to basic research, advanced research, exploratory development, technology developments, advanced concept technology demonstration, technology transition, and laboratory management. This support includes enhancement and maintenance of the Office of the Secretary of Defense-Comptroller XML Exhibits tool, an essential component within the DoD's Budget Formulation process that integrates RDT&E, Procurement, and Ships exhibits into standard, well-formatted and validated justification books for Congress. Computer Sciences Corporation is the only source that can provide uninterrupted service with no degradation in support within the timeframes discussed in this memorandum as they hold critical knowledge and expertise which are vital to the continued operations of the IT infrastructure, business applications, and processes, while the Government completes the awards for the follow-on acquisition. If this extension is awarded to a new contractor at this time, major disruptions will occur as the new contractor learns to operate and maintain the numerous unique and specialized applications within a very short period of time and for a very short period of time. Award to any other source during this interim period would result in a lapse in service which would result in mission failure. This notice of intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition pending award of the follow-on contract would be advantageous to the Government. If no affirmative written response is received, the contract will be issued without further notice. Interested parties may identify their capabilities with respect to this requirement by Thursday, 03 NOV 2011, at 5:00 p.m. Eastern Standard Time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services, with a size standard of $25.0 million.
