- This is a sources sought notice. This announcement is for market research and preliminary planning purposes. No proposals are being requested or accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Consumer Financial Protection Bureau (CFPB) is an independent bureau within the Federal Reserve System that was created by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. The CFPB works to promote fairness and transparency for mortgages, credit cards, and other consumer financial products and services. The CFPB is currently headquartered at 1801 L Street, NW, Washington, D.C. with the potential of temporarily locating staff at other Washington, D.C. facilities. The overall objective is to acquire Consumer Compliance Quick Reference Guides to supplement online and in- person training for CFPB examiners and consumer response staff. The following characteristics must be met: The "Big Orange Book" is a regulatory service that provides a comprehensive review of all of the compliance regulations in very simple and understandable terms (not legalese) for bank examiners. CFPB is trying to determine if other similar guides exist. Reference Guides serve as reference on compliance regulations when examiners complete a bank compliance exam or when consumer response staff handles and processes consumer complaints. Electronic reference guides that are easily updatable are essential given the ever-changing Consumer Compliance regulatory landscape. The Quick Reference Guides are individual and generally one-page summaries that break down the requirements of specific consumer compliance regulatory requirements. They are job aides that can be used to assist with a particular regulation, so the user can understand the provisions and requirements of that specific topics. Anticipated line items are as follows: 1. Base Year - A Client Specific Secure Web Site to access electronic versions - Access for unlimited users - Online access for the Big Orange Book or equal product for unlimited users - Hard copies of the quick reference books. Quantity 25. Please provide price per book $__________ - Free updates as they occur for the Site and books - Big Orange Book or equal product. Quantity 20. Please provide price per book $____________. It is anticipated this will be a recurring need. Please respond as to if you are willing to provide pricing for a base and up to 4 option years. Sources Sought Response Requirements The purpose of this notice is to gain knowledge of potential interest, capabilities, and qualifications of prospective offerors for this requirement. CFPB is particularly interested in understanding the capabilities and qualifications of interested small business concerns, including woman- and minority-owned small businesses, and service-disabled veteran-owned small businesses (SDVOSB). Interested vendors are requested to provide a written response to this notice which shall be limited to three pages. The response should include the following: 1. Vendor's name, address, point of contact, phone number, and e-mail address; 2. Vendor's small business size status, including whether the vendor is a woman-owned, minority-owned, or SDVOSB. Applicable NAICS code is 519120. 3. A description of the vendor's capabilities to meet some or all of the required services; and 4. A recommendation for products to satisfy the request. Interested prospective offerors shall respond to this sources sought notice no later than 12:00 NOON ET on October 31, 2011. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading.
