Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The solicitation will be for a 5-year, Firm-Fixed priced (FFP), Indefinite Delivery/ Indefinite Quantity/ (IDIQ) contract for Improved Night/Day Fire Control/Observation device (INOD), Block 3. This acquisition is under North American Industry Classification System code (NAICS) 334511, Night Vision Equipment. The resulting award is not to exceed $48 million dollars over the 5-year ordering period. Delivery terms are six (6) Months after contract award date for Phase I and 90 days for Phase II. Delivery will be FOB destination NSWC Crane. Inspection will be at origin and acceptance at destination within 30 days of receipt at FOB destination. The Government intends to award a Firm Fixed Price (FFP) contract for an Improved Night/Day Fire Control/Observation device (INOD), Block 3. This procurement is planned to culminate in an award based on the following two phase approach: Phase I - White Paper/Technical Proposal Evaluation, Phase II - Developmental/Operational Testing. Following the evaluation of white paper/technical proposals the government may award multiple contracts for the development of the INOD Block 3 system design for the delivery of two production representative systems. Following a Test and Evaluation of the two production representative systems during Phase II, a down select will be performed for the award of one Indefinite Delivery Indefinite Quantity contract to one vendor which meets and/or exceeds the threshold requirements. The award decision will be based upon a combination of factors as described in the resultant solicitation. The Government intends to award to the responsible contractor whose offer the best value to the Government. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. The resulting contract is anticipated to have a minimum quantity of 5 units and a maximum quantity of 1,500 units. This acquisition is for a night vision product that provides Improved Night/Day Fire Control/Observation Device(INOD) Increment 3 in achieving a true all weather, all-condition, low light/no light long range capability for Special Operations Forces (SOF) snipers. The INOD-Block III is to provide improved capability over the existing AN/PVS-26 and AN/PAS-31. The INOD Block 3 shall mount to existing SOF Weapons utilizing a 1913 rail system. The INOD-Block III shall be an inline, clip-on device that mounts in front of an existing SOF day-scope. Performance specification requirements and Statement of Work (SOW) will be detailed in the RFP anticipated for release on or around 04 Nov 2011. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
